Explanation

Ordinance 1669-2010 passed on 12/16/10 authorized the acceptance of the 2010 Stalking Unit Investigator Grant #2009-WF-VA6-V520 from the Franklin County Board of Commissioners, Office of Homeland Security and Justice Programs. It further authorized the City Attorney to enter into a contract with J Investigations for the services of a Stalking Investigator for said grant. J Investigations has notified the City Attorney of their intension to cancel their contract due to the relocation of the investigator assigned to this grant.

The ordinance will authorize the City Attorney to enter into a contract with Urban Advocacy and Investigations LLC (Urban Advocacy) for the services of a stalking investigator for the remainder of the grant which currently ends 12/31/11. Urban Advocacy currently provides a stalking investigator under a contract for the ARRA-VAWA-900 Stalking Grant, which ends June 30, 2011. The stalking investigator provided by Urban Advocacy is familiar with the workings of the City Attorney's Office, the court systems and the grant.

This ordinance will further authorize the appropriation and expenditure of funds for services rendered under the contract and waive competitive procurement provisions.

Fiscal Impact:
Funding for this contract will come from the Stalking Investigator Grant funds.

Emergency Designation:
This ordinance is being submitted as an emergency so that there will be no interruption in services.
