Title: To authorize the City Attorney's Real Estate Division to acquire fee simple title and lesser interests and contract for professional services in and to property needed for the Arterial Street Rehabilitation - Karl Road/SR161 - Schrock Road project; to authorize the City Attorney's Office, Real Estate Division, to negotiate with property owners and to acquire the additional rights-of-way necessary to complete this project; to amend the 2011 C.I.B.; to authorize the expenditure of $250,000.00 or so much thereof as may be necessary to acquire the rights-of-way needed for this project from the Streets and Highway G.O. Bonds Fund and The Build America Bonds Fund; and to declare an emergency. ($250,000.00)
Explanation

1. BACKGROUND
The City of Columbus, Department of Public Service, Division of Design and Construction, is engaged in the Arterial Street Rehabilitation - Karl Road/SR161 - Schrock Road project (2526 DR. E). The project limits are Karl Road from the SR 161 access road to Schrock Road. This project will include full depth replacement of the existing roadway pavement; installation of curb and gutter; stormwater drainage improvements; installation of ADA compliant sidewalk and curb ramps and installation of street lighting.

The Department of Public Service is currently finalizing construction plans and is prepared to authorize right-of-way acquisition pending passage of this funding legislation. Acquisition related expenses are currently estimated to be $250,000.00.

The following legislation authorizes the City Attorney's Office, to acquire fee simple title and lesser interests, contract for professional services, and to expend the monies for payment of acquisition costs in connection with the American Addition Infrastructure Improvements Project.

2. Fiscal Impact
Monies to pay for these costs are available within the Streets, Highways G.O. Bonds Fund, and the Build America Bonds Fund for this expense.

3. Emergency Justification
Emergency action is requested to allow right-of-way acquisition and this project to remain on schedule.
The roadway, pedestrian and stormwater improvements contemplated by this project are essential to safety of those individuals living and traveling within this area. Failure to complete right-of-way acquisition in a timely manner will delay the current construction schedule.
