Title: To authorize the Director of Development to modify a contract with Ransom Company for demolition services under Neighborhood Stabilization Program 1 (NSP-1) to extend the term to March 1, 2013, and to declare an emergency.
Explanation

BACKGROUND: This legislation authorizes the Development Director to modify a contract agreement to extend the contract term. The City of Columbus entered into a contract with the Ransom Company for demolition services funded under the Neighborhood Stabilization Program 1 (NSP-1). The modification will extend the term until the end of the NSP-1 expenditure deadline, March 1, 2013.

Emergency action is requested so that demolition services for these structures may continue without interruption.

FISCAL IMPACT: No additional funds are required for this modification.

Title

To authorize the Director of Development to modify a contract with Ransom Company for demolition services under Neighborhood Stabilization Program 1 (NSP-1) to extend the term to March 1, 2013, and to declare an emergency.

Body

Whereas, this ordinance authorizes the Director of the Department of Development to modify a contract with the Ransom Company, for demolition services on property held in the city's Land Bank under the NSP-1, and

Whereas, as authorized by Council Ordinance 0833-2009, the City of Columbus entered into a contact with the Ransom Company for demolition services under the NSP-1, pursuant to Solicitation SA003229. The City entered into contract EL009597 on June 9, 2010; and

Whereas, as authorized by Council Ordinances 0726-2010 and 0901-2011, the City of Columbus modified the contract to increase the amount of the contract by $250,000 and extend the contract until December 31, 2011; and

Whereas, Weather conditions and other factors did not allow the completion of the demolitions during the contract time period, and

Whereas, it is necessary to extend the time period such that the work will be completed; and

Whereas, it is in the best interest of both the City and the Contractor to modify said contract; and

Whereas, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to ...
