Explanation

A. Background: This legislation authorizes the Director of Public Utilities to enter into a construction contract with Elite Excavating Company of Ohio, Inc. for the Richards / Granden / Torrence Area Sanitary Relief Sewer & Roadway Improvement. The work consists of all labor and materials for the construction of approximately 2,550 feet of 12-inch to 24-inch sanitary sewer; 939 feet of 6-inch sanitary sewer service lateral; 12 sanitary and 16 storm manholes; 3,970 feet of 12-inch to 24-inch storm sewer; 5,969 feet of pipe abandonment; manhole and catch basin abandonments or removals; 12,917 square yards of full depth pavement reclamation; 5,781 feet of 18” curb w/ under drain; driveway and permanent pavement replacement; maintenance of traffic, and other such work as may be necessary to complete the contract in accordance with the plans and specifications. This project is required by the City’s Consent Order. It is anticipated that the notice to proceed (NTP) will be issued during the first week of April 2013. The project has a completion date of November 1, 2013.

B. Procurement Information: The Division advertised for competitive bids submission for the subject services on the City’s Vendor Services website and in the City Bulletin in accordance with the provisions of Section 329.09 of the Columbus City Code. The Division of Sewerage and Drainage received nine (9) bids on January 9, 2013 from the following companies:
