Explanation
1. BACKGROUND:
Council, by its Ordinance No. 2117-2005 passed on December 12, 2005, approved the creation of ten tax increment financing districts to provide funding for public infrastructure improvements in the northeast area of the City. That legislation provides that the owners of relevant real property are required to make payments in lieu of real property taxes which are to be distributed to relevant school districts and to designated tax increment equivalent funds. Payments in lieu of taxes that are deposited into the tax increment equivalent funds are to be used at the direction of the City for the purpose of funding the public infrastructure improvements identified in the legislation. Two projects, under one contract, to be funded from these TIF funds are Roadway Improvements - Warner Road Phase 1 and Traffic Signal Installation - Hamilton Road at Warner Road.
This legislation authorizes the Director of Public Service to enter into a contract for the construction of the Roadway Improvements - Warner Road Phase 1 & Traffic Signal Installation - Hamilton Road at Warner Road projects and to provide for the payment of construction administration and inspection services.
Work on these projects consists of widening Warner Road and adding a turn signal at Hamilton Road at Warner Road. Warner Road will be widened from about 770 feet from the centerline of Ulry Road to a point located at 3,657 feet east. A five foot wide sidewalk along the North side of the road and an eight foot wide shared use path along the South side of the road will be constructed as part of this project. This project is comprised of 16 ADA curb ramps, 0.69 miles of a five foot wide sidewalk, an eight foot wide shared use path, 1.4 miles of curbing, storm sewers, and landscaping. Along with the installation of a traffic signal at Hamilton Road at Warner Road, two ADA curb ramps and about 160 feet of a five foot wide foot sidewalk will also be constructed.
