Explanation

This legislation authorizes the Finance and Management Director to establish a purchase order for the Division of Sewerage and Drainage, Sewer Maintenance Operations Center for one (1) Combination Sewer Cleaner from Jack Doheny Supplies Ohio Inc. The purchase of this equipment will be in accordance with the current State of Ohio State Term Schedule Contract (STS 670), Contract Number 800228 which expires on June 30, 2016. The equipment will be utilized at the Sewer Maintenance Operations Center for maintaining and cleaning manholes and sewer lines throughout the City.

The Division of Sewerage and Drainage personnel, in both operations and maintenance have attended training at the manufacturing facility. In addition, due to the specialized use of the equipment the Division requires this unit to be equipped with a fan driven vacuum system in lieu of a positive displacement system. The fan driven vacuum system permits the unit to remove heavy material from the sewer system, for which it was intended. The positive displacement system has been tested and found to be unacceptable for this unique application.
