Explanation

The Department of Public Utilities solicited 123 vendors for the purchase of custodial services (SA004852). Of those solicited, 28 had certified MBR/M1A status, 1 had V1/M1A status, 1 had HL1 status and 3 had certified F1 status. On March 28, 2013, the Department of Public Utilities received and opened eleven bids, 4 had certified MBR/M1A status. The lowest responsive and responsible and best bid was Keswick Enterprises, LLC dba Corvus Janitorial Systems, Inc. at $175,624.80. It should be noted that Keswick Enterprises, LLC dba Corvus Janitorial Systems, Inc. omitted page 46. Keswick Enterprises, LLC dba Corvus Janitorial Systems, Inc. has since provided the missing page. The omission does not affect the amount of the bid or give the bidder a competitive advantage over the other bidders. This award is for twelve (12) months of custodial service as defined in Solicitation SA004852. Subject to mutual agreement, the period covered by the ensuing contract, under the same terms and conditions herein can be extended by contract modification with consecutive, annual contracts for a period of three years. The contract compliance number for Keswick Enterprises, LLC dba Corvus Janitorial Systems, Inc. is 20-0111346 and expires on January 18, 2014. The vendor has majority status.

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

FISCAL IMPACT: The Division of Water has allocated $212,029.00 for custodial services in the 2013.
