Explanation
BACKGROUND: Columbus Public Health has been awarded a grant from the Ohio Department of Health originating from the Centers for Disease Control and Prevention. This ordinance is needed to accept and appropriate $1,326,806.00 in grant monies to fund the COVID-19 Vaccine Grant Program for the period of January 1, 2022 through June 30, 2023.
Emergency action is requested to allow the financial transaction to be posted in the City’s accounting system as soon as possible to bolster the emergency response to the COVID-19 pandemic.
FISCAL IMPACT: The grant program award ($1,326,806.00) is fully funded by the Ohio Department of Health and does not generate revenue.

To authorize and direct the Board of Health to accept a grant from the Ohio Department of Health for the COVID-19 Vaccine Grant Program in the amount of $1,326,806.00 to maintain and expand COVID-19 vaccination programs (with special emphasis on high-risk and under served populations including racial and ethnic minority populations and rural communities) and ensure greater equity and access to COVID-19 vaccines by those disproportionately affected by COVID-19 disease; to authorize the appropriation of $1,326,806.00 to the Health Department in the Health Department Grants Fund; and to declare an emergency. WHEREAS, $1,326,806.00 in grant funds have been made available to the Health Department through the Ohio Department of Health for the COVID-19 Vaccine Grant Program; and
WHEREAS, it is necessary to accept and appropriate these funds from the Ohio Department of Health for the support of the COVID-19 Vaccine Grant Program; and
