Explanation

This ordinance amends the Fire Management Compensation Plan, Ordinance 2714-2013, as amended, by amending several portions of the Fire Management Compensation Plan in order to update or modify language; to increase the clothing maintenance allowance; to clarify injury leave vacation accrual; to add language regarding the payment of sick leave; to update tuition reimbursement rules and benefits; to modify language regarding alcohol and drug testing; to increase physical health and fitness incentive payments and to add language regarding incentive payment options.

Emergency action is recommended in order to begin implementation.

To amend the Fire Management Compensation Plan, Ordinance 2714-2013, as amended, by amending several portions of the Fire Management Compensation Plan in order to update or modify language; to modify or clarify certain benefits; and to declare an emergency.


Body
WHEREAS, it is necessary to amend the Fire Management Compensation Plan by adding the definition of COBRA (Consolidated Omnibus Budget Recovery Act) to Section 3; and

WHEREAS, it is necessary to amend the Fire Management Compensation Plan by amending Section 4(B) to remove outdated language and to add new language regarding the employee pension fund contribution; and

WHEREAS, it is necessary to amend the Fire Management Compensation Plan by amending Section 7(A) to increase the clothing maintenance allowance; and

WHEREAS, it is necessary to amend the Fire Management Compensation Plan by amending Section 13(E) to remove the effective date from paid parental leave; and

WHEREAS, it is necessary to amend the Fire Management Compensation Plan by amending Section 13(F) to remove the effective date from paid caregiver leave; and

WHEREAS, it is necessary to amend the Fire Management Compensation Plan by amending Section 14(C) to clarify injury leave vacation accrual; and
