Title: To authorize the Finance and Management Director to enter into Universal Term Contracts for the option to purchase Masks with RB Sigma LLC, SanitizeNow Inc. and Universal Spartan LLC; to authorize the expenditure of $3.00 from General Budget Reservation BRPO002025; and to declare an emergency. ($3.00).
Explanation

BACKGROUND: This legislation authorizes the Finance and Management Director to establish three (3) Universal Term Contracts (UTCs) for the option to purchase Masks with RB Sigma LLC, SanitizeNow Inc. and Universal Spartan LLC. The face coverings will be used by all City agencies. Surgical masks and KN95 masks are used to reduce the spread of airborne disease and to help ensure the health and safety of employees, visitors and volunteers in various environments. The term of the proposed option contract would be approximately two (2) years, expiring April 30, 2024, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on February 17, 2022. In addition, the expenditure of $3.00 is hereby authorized from General Budget Reservation BRPO002025.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329 relating to competitive bidding (Request for Quotation No. RFQ020783). Five (5) bids were received.

The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:

RB Sigma LLC, CC# CC032557 expires 2/15/2024, Items 1 and 2, $1.00
SanitizeNow Inc., CC# CC040871 expires 2/9/2024, Items 1-3, $1.00
Universal Spartan LLC, CC# CC008719 expires 3/10/2024, Items 1-3, $1.00
Total Estimated Annual Expenditure: $100,000.00, All City Agencies

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because face coverings are needed to reduce the spread of airborne disease.

These companies are not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

FISCAL IMPACT: The expenditure of $3.00 is hereby authorized from General Budget Reservation BRPO002025. ...
