Explanation
Background: As part of the City’s Hilltop Early Learning Center (HELC), located at 45 Clarendon Avenue, a medical clinic has been constructed within the building to serve as additional support of HELC students to foster their success in pre-school. The clinic, identified as the Wellness Center, is located on the first floor of the building and is comprised of approximately 1,992 rentable square feet of space. The City wishes to provide the clinic space as an “in kind” contribution in support of Nationwide Children’s Hospital providing school based health services for students enrolled at HELC, including comprehensive primary care, early childhood mental health services, parenting classes, and related health services. This ordinance authorizes the Director of Finance and Management to execute a license agreement with Nationwide Children’s Hospital, to occupy the Wellness Center to provide health care for students enrolled at HELC. The license agreement is for a period consisting of an initial period of three (3) consecutive one (1) year terms and includes an option for one renewal for a period of three (3) consecutive one (1) year terms.
Fiscal Impact: The City is providing the space and related building services as “in kind” support. There is no direct cost associated.
Emergency Action: Emergency action is requested to allow time for the clinic to be readied so that health services will be in place for the start of the 2022 school year.
