Title: To authorize the Finance and Management Director to enter into a Universal Term Contract for the option to purchase Geological Boring and Well Maintenance with RockWater Drilling Company; to authorize the expenditure of $1.00; and to declare an emergency. ($1.00).

BACKGROUND: This legislation authorizes the Finance and Management Director to establish a Universal Term Contract (UTC) for the option to purchase Geological Boring and Well Maintenance with RockWater Drilling Company. The Department of Public Utilities is the primary user for well drilling and maintenance. Geological Boring and Well monitoring services are used to retrieve geological information and installation of wells. The term of the proposed option contract would be approximately three (3) years, expiring December 31, 2025, with the option to renew for two (2) additional one (1) year extensions. The Purchasing Office opened formal bids on October 27, 2022. In addition, the expenditure of $1.00 is hereby authorized from General Budget Reservation BRPO002025.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Chapter 329 relating to competitive bidding (Request for Quotation No. RFQ023022). One (1) bid was received.

The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidder as follows:

RockWater Drilling Company, CC# 039808 expires 10/1/2023, All Items, $1.00
Total Estimated Annual Expenditure: $185,000.00, Department of Public Utilities the primary user

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because the current contract will expire on 12/31/2022 and to avoid a lapse in the current contract for these services, an emergency ordinance is needed.

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
