1. BACKGROUND
This ordinance authorizes the Director of the Department of Public Service to execute documents necessary for the Ohio Department of Transportation (ODOT) to acquire parcels “Parcel 16-WL” from the City of Columbus.

The Ohio Department of Transportation (ODOT) is engaged in a project entitled Roadway Improvements - Far East Freeway Phase 2 & 3, ODOT designation FRA-70-22.85 PID 98232. This project will construct additional westbound lanes on I-70 from I-270 to just east of Brice Road, reconfigure the ramp from WB I-70 to NB I-270, make improvements to the I-70 interchange at Brice Road, and widen Brice Road from Chantry Drive to just north of the I-70 interchange. Improvements on Brice Road include pavement widening and resurfacing, traffic signal, lighting, sidewalk and shared use path. This is the second construction project (combining Phase 2 & 3) from the ODOT Far East Freeway study (PID 76997), with Phase 1 currently in construction and Phase 4 to follow. Phases 2 & 3 of FRA-70-22.85 PID 98232 (3646-E) includes work on Chatford Drive and Brice Road. ODOT needs to acquire Parcel 16-WL (0.315 acres) on Chatford Drive from the City (at no cost) in order for ODOT to widen I-70, while ODOT is also acquiring various parcels on Brice Road in the name of the City (at no cost to the City) to widen Brice Road to which Public Service will process legislation at a later time.

2. FISCAL IMPACT
There is no fiscal impact to the City.

3. EMERGENCY DESIGNATION
Emergency action is requested so establishment of the necessary right-of-way can proceed without delay.
