Explanation
BACKGROUND: The purpose of this legislation is to authorize the Director of the Department of Finance and Management to enter into a contract with Seal Analytical, Inc. for the purchase of a Discrete Analyzer for the Division of Sewerage and Drainage. The Discrete Analyzer will be used at the Surveillance Laboratory for multiple analysis in wastewater.
The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of City Code Chapter 329 relating to competitive bidding (RFQ024739). Thirty five (35) vendors (3 EBE, 1 EBE/WBE, 1 MBE, 30 MAJ) were solicited and one (1) majority bid was received and opened on May 11, 2023.
After a review of the bid, the Division of Sewerage and Drainage recommends the award be made for all items to Seal Analytical, Inc. as the only responsive, responsible and best bidder.
The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

WHEREAS, the Purchasing Office opened formal bids on May 11, 2023 for the purchase of a Discrete Analyzer for the Division of Sewerage and Drainage; and
WHEREAS, the Division of Sewerage and Drainage recommends an award be made for all items to the only responsive, responsible and best bidder Seal Analytical, Inc.; and
WHEREAS, the Surveillance Laboratory will use the Discrete Analyzer for testing multiple analysis in wastewater; and
WHEREAS, this ordinance authorizes the expenditure of $94,512.00, or so much thereof as may be needed, for the purchase of a Discrete Analyzer; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director of Finance and Management to enter into a contract with Seal Analytical, Inc. in accordance with the terms, conditions and specifications of Solicitation Number RFQ024739; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Finance and Management be and is hereby authorized to establish a contract with Seal Analytical, Inc. for the purchase of a Discrete Analyzer in accordance with RFQ024739.
SECTION 2. That the expenditure of $94,512.00, or as much thereof as may be needed, is hereby authorized in Fund 6100 (Sewer Operating Fund); in Object Class 06 Capital Outlay per the accounting codes in the attachment to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
