Title: To authorize the Finance and Management Director to establish purchase orders for Uniforms, Mats and Maintenance Supplies Rental with Cintas Corporation from State of Ohio Contract RS900118, to declare an emergency, and to authorize the expenditure of $1.00 ($1.00)

Explanation

 

BACKGROUND:  This legislation authorizes the Finance and Management Director to establish purchase orders for Uniforms, Mats and Maintenance Supplies Rental with Cintas Corporation from State of Ohio Contract RS900118.  These products and services are available City wide. This contract was not bid, but negotiated by the State of Ohio.  The Purchasing Office has been determined to be the most cost-effective method of obtaining the needed uniform rental services.  In addition, the expenditure of $1.00 is hereby authorized from General Budget Reservation BRPO002726.

 

Ordinance Number 582-1987 authorized City agencies to use State of Ohio Department of Administrative Services contracts when deemed cost-effective.  This ordinance asks that the Finance and Management Director be authorized to establish purchase orders without further Council approval for the State of Ohio Contract RS900118, until the contract expires on July 31, 2025, or extended for two one-year terms.

 

Cintas Corporation, CC# 005820 expires 4/18/24, All items and services. $1.00

Total Estimated Annual Expenditure: $450,000 City wide

 

Emergency Designation:  The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because published Requests for Quotation did not receive any bids.  To avoid disruption of City business and avoid additional expenses, the decision was made to use the State Contract.

 

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.  

 

FISCAL IMPACT:  City Agencies will be required to obtain approval to expend from their own appropriations for their estimated annual expenditures

 

Title

 

To authorize the Finance and Management Director to establish purchase orders for Uniforms, Mats and Maintenance Supplies Rental with Cintas Corporation from State of Ohio Contract RS900118, to declare an emergency, and to authorize the expenditure of $1.00 ($1.00)

 

Body

 

WHEREAS, the State of Ohio RS900118 will provide for the purchase of Uniforms, Mats and Maintenance Supplies Rental used City wide; and, 

 

WHEREAS, the Purchasing Office has deemed Ohio Department of Administrative Services Contract RS900118 the most cost-effective source for Uniforms, Mats and Maintenance Supplies Rental; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management in that it is necessary to authorize the Director to immediately allow purchase orders from RS900118, to avoid disruption of City business thereby preserving the public health, peace, property, safety, and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Finance and Management Director is hereby authorized to establish purchase orders for Uniforms, Mats and Maintenance Supplies Rental with Cintas Corporation, in accordance with STS073 for a term of approximately three years, expiring July 31, 2025 with the option to renew for two one-year periods, should the contract remain available, as follows:

 

Cintas Corporation, all items and services.

 

SECTION 2.  That the expenditure of $1.00 is hereby authorized from General Budget Reservation BRPO002726 of this ordinance to pay the cost thereof.

 

SECTION 3.  That City agencies will be required to obtain approval to expend from their own appropriations for their estimated annual expenditures.

 

SECTION 4.  That for the reason stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
