Explanation

 

BACKGROUND

 

This legislation authorizes the Director of Human Resources to enter into contract with GovInvest, Inc. and further authorizes the expenditure of $175,900.00.

In 2023, the Human Resources Department/Labor Relations Division, with the assistance and consultation of the Department of Technology, went out to bid via RFP 023724 for software to assist with labor costing scenarios due to union contract negotiations. Software is necessary to allow the Department of Human Resources to accurately and efficiently project future labor costing scenarios during contract negotiations. The RFP process was conducted in accordance with Columbus City Code Chapter 329. The Department of Human Resources reached out to the Office of Diversity and Inclusion (ODI) regarding a potential DBE participation goal for this contract, but ODI made the determination to decline to assign a participation goal to this RFP.

The RFP team reviewed five proposals and interviewed the top three finalists. The five proposals were submitted by the following firms:

1.                     Bargaining Power Inc.

2.                     GovInvest, Inc.

3.                     Neubrain, LLC

4.                     Payscale, Inc.

5.                     TrueComps, LLC

After careful consideration and evaluation, GovInvest, Inc., was selected by the RFP Team for the firm’s referenced projects, experience, qualifications, availability, timeline, and project approach.

GovInvest, Inc. is an approved vendor with the City, with vendor compliance number CC-042781, expiration date 08/22/2024.  The contract term is for a 3 year term, with two (2) one (1) year optional renewals. This represents year one of the three year contract.

Emergency action justification: Emergency action is requested to ensure the software can be used as soon as possible as union contract negotiations are currently ongoing, with additional negotiations scheduled to begin in July 2023, and it is of paramount importance that the Human Resources Department/Labor Relations Division have accurate projections for labor costing scenarios to effectively participate in such negotiations.

 

FISCAL IMPACT:  The expenditure of $175,900.00 for this contract is budgeted and available pursuant to appropriations authorized under Ordinance 2965-2022 and funds reserved in the General Fund under ACPO008376.

To authorize the Human Resources Director to enter into contract with GovInvest, Inc., to provide software services for labor negotiations costing; to authorize the expenditure of $175,900.00 from the General Fund, or so much thereof as may be necessary, to pay the costs of said contract; and to declare an emergency.  ($175,900.00)

 

Body

 

WHEREAS, it is in the best interest of the City of Columbus to contract with GovInvest, Inc. to provide software services to provide accurate and efficient labor cost assessments while negotiating union contracts; and

 

WHEREAS, it is necessary to authorize the expenditure of up to $175,900.00, or so much thereof as may be necessary, to pay contract costs for such software services; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Human Resources in that it is immediately necessary to contract with GovInvest, Inc., to be able to use the software product as soon as possible for current ongoing union contract negotiations, including additional negotiations scheduled to start in July 2023; to accurately and efficiently project labor costing scenarios arising under such negotiations; and to facilitate the Department’s effective participation in such negotiations, all for the immediate preservation of the public health, peace, property safety and welfare; and NOW THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.                      That the Human Resources Director is hereby authorized to contract with GovInvest, Inc. to provide software services to provide accurate labor cost assessments while negotiating union contracts.

 

SECTION 2.  That the contract with GovInvest, Inc. is approved pursuant to Chapter 329 of the Columbus City Code.

 

SECTION 3.                       That the expenditure of $175,900.00, or so much thereof as may be necessary, for software services is hereby authorized to be expended as follows: 

 

Department: 4601 | Fund: 1000 | Subfund: 100010 | Program: CW001 | Amount: $175,900.00

 

SECTION 4.                     That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary. Funds are reserved under ACPO008376.

 

SECTION 5.                     That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
