Explanation

BACKGROUND: This legislation authorizes the Finance and Management Director to issue a purchase order to Atlantic Emergency Solutions to repair Columbus Fire Ladder 5 (BT27529), which was heavily damaged in a vehicular accident.  A quote from the manufacturer's authorized repair dealer, Atlantic Emergency Solutions, has been received and approved by Fleet Management to commence repairs.  The Division of Fire previously legislated these initial repairs via Ordinances 0007-2023 and 0125-2023.   Upon further inspection of the ladder during secondary repairs, it was determined that additional materials and labor hours will be needed for the repair of the front bumper, and reconnection of the trailer, including running and testing new electrical and hydraulic lines, as well as fabrication of the hose bed, reel, air and siren mounts.

Emergency Designation:    This legislation is to be declared an emergency measure so that the repairs of this front line response apparatus may commence as soon as possible, and avoid any supply chain delays.

 

FISCAL IMPACT:   This ordinance authorizes an expenditure of $103,597.12 for the purchase of body repairs needed on Columbus Fire Division Ladder 5 (BT27529).  Funds are available within the Fire Division's Safety Bond Fund for repair service.  An amendment to the 2023 CIB and a transfer of funds is required to fund this service; this amendment is contingent upon approval of the 2023 Capital Improvement Budget.

Body

WHEREAS, it is necessary to amend the 2023 Capital Improvement Budget within the Safety Bond Fund; and

 

WHEREAS, this amendment is contingent upon approval of the 2023 Capital Improvement Budget; and

 

WHEREAS, it is necessary to transfer funds within Public Safety's Capital Improvement Budget to properly align cash with projected expenditure; and

 

WHEREAS, the Division of Fleet Management needs to complete extensive repairs for Ladder 5 (BT27529) from Atlantic Emergency Solutions on behalf of the Division of Fire in accordance with the universal term contract established for such purpose; and

 

WHEREAS,  an emergency exists in the usual daily operations of the Division of Fire, Department of Public Safety, in that it is immediately necessary to authorize the Director of Finance and Management to issue a purchase order to Atlantic Emergency Solutions for repairs to Columbus Fire Ladder 5 to allow for its continued operation, for the preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the City Auditor is hereby authorized and directed to transfer said funds within the Safety Voted Bond Fund per the account codes in the attachment to this ordinance at such time as is deemed necessary by the City Auditor, and to expend said funds, or so much thereof as may be necessary.

 

SECTION 2. That the 2023 Capital Improvement budget (Ordinance 1711-2023) is hereby amended as follows in order to provide sufficient budget authority for this ordinance; this amendment is contingent upon approval of the 2023 Capital Improvement Budget.

SECTION 3.  That the Director of Finance and Management is hereby authorized to issue a purchase order to Atlantic Emergency Solutions for the purchase of repairs for Columbus Fire Ladder #5/BT27529 for the Division of Fire.

 

SECTION 4.  That the expenditure of $103,597.12, or so much thereof as may be necessary for the purchase of these repairs, be and is hereby authorized from the Safety Bond Fund, per the accounting codes in the attachment to this ordinance. 

 

SECTION 5. That the City Auditor is authorized to establish proper accounting project numbers, and to make any accounting changes to revise the funding source for any contract or contract modification associated with the expenditure of funds transferred in Sections 1,3 and 4, above.

SECTION 6.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

SECTION 7.  That all funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

SECTION 8.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
