Explanation

 

Background: This ordinance authorizes the Director of the Office of Violence Prevention to enter into a grant agreement with Mothers of Murdered Columbus Children for $125,000.00 in support of summer youth engagement and employment programs.

 

From February 21, 2024, through March 20, 2024, the City of Columbus accepted applications through an open and competitive process to provide funding to support nonprofit organizations looking to establish or grow summer youth programs focused on promoting academic achievement, career readiness skills and non-violence conflict resolution. These areas are designed to empower youth to learn, grow and develop during the summer months and beyond.

 

Funding proposals were then evaluated by an interdepartmental review committee comprised of representatives from both the administration and Columbus City Council. 

 

The services included in these grant agreements cannot be provided by existing city employees because these services are beyond the City’s current responsibility and capacity to provide.

 

The mission of Mothers of Murdered Columbus Children is to be committed to proactive, positive action to promote peace and support mothers who have lost children to violence in Columbus, Ohio.

 

City-granted funds using the general fund will be used by Mothers of Murdered Columbus Children to build ambassadors of youth that will become leaders of tomorrow.

 

Fiscal Impact: This ordinance authorizes the expenditure of $125,000.00 in grant proceeds with Mothers of Murdered Columbus Children for financial support summer youth engagement and employment programs.

Emergency action is requested to ensure that students can benefit from summer employment and engagement opportunities.

To authorize the Director of the Office of Violence Prevention to enter into a grant agreement with Mothers of Murdered Columbus Children in support of summer youth engagement and employment programs; to authorize the transfer of $125,000.00 within the general fund; to authorize the expenditure of $125,000.00 from the general fund; and to declare an emergency ($125,000.00).

 

Body

WHEREAS, the City of Columbus is looking to invest in our community partners that are so vital to the success of our kids and teens; and

 

WHEREAS, Mothers of Murdered Columbus Children works to build ambassadors of youth that will become leaders of tomorrow; and

 

WHEREAS, summer youth engagement and employment programs provide safe, constructive venues for youth to learn, grow and develop during the summer months; and

 

WHEREAS, an emergency exists in the usual daily operation of the Office of Violence Prevention in that it is immediately necessary to authorize the Director to enter into a grant agreement with Mothers of Murdered Columbus Children to allow the agency to immediately provide summer employment and engagement opportunities as the summer is fast approaching, all for the immediate preservation of the public health, peace, property, and safety; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of the Office of Violence Prevention is hereby authorized to enter into a grant agreement with Mothers of Murdered Columbus Children in support of summer youth engagement and employment programs.

 

SECTION 2.  That the transfer of $125,000.00, or so much thereof as may be needed in regard to the action authorized in Section 1, is hereby authorized within the General Fund 1000 from Dept-Div 45-01, Object Class 10 to Dept-Div 40-07, Object Class 05 per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the expenditure of $125,000.00, or so much thereof as may be needed in regard to the action authorized in Section 1, is hereby authorized from the General Fund 1000 in Object Class 05 per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the monies in the foregoing Sections shall be paid upon order of the Director of the Office of Violence Prevention, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 7.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be enforced from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
