Explanation

 

BACKGROUND:

This legislation will authorize an appropriation of grant funds from the Ohio Department of Aging for the continued operation of the Pre-Admission Screening System Providing Options and Resources Today (PASSPORT) Medicaid program for the period July 1, 2023 through June 30, 2024.

 

PASSPORT provides home care services as an alternative to nursing home admission for Medicaid-eligible clients.  Services include case management, adult day care, homemaker, meals, personal care, respite, transportation and emergency response. Approximately 8,700 clients are currently being served by the Central Ohio Area Agency on Aging (COAAA) under the PASSPORT program.

 

EMERGENCY DESIGNATION:

Emergency action is requested in order to have funding available in the proper accounts for continued operations by July 1.

 

FISCAL IMPACT:

$125,498,538.00 in funds has been made available to the Recreation and Parks Grant Fund.

Body

 

WHEREAS, it is necessary to authorize an appropriation of grant funds from the Ohio Department of Aging for the continued operation of the Pre-Admission Screening System Providing Options and Resources Today (PASSPORT) Medicaid Waiver program for the period July 1, 2023, through June 30, 2024; and

 

WHEREAS, the PASSPORT program provides home care services as an alternative to nursing home admission for Medicaid-eligible clients, in addition to assisted living services; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to appropriate said funds in order to have funds available in the proper accounts for continued operations by July 1 so that there is no interruption of Medicaid funded services, thereby preserving the public health, peace, property, safety, and welfare; NOW, THEREFORE:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That from the unappropriated monies in the Recreation and Parks Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2023. The sum of $125,498,538.00 and any funds additional grant awards received for this purpose are authorized to be appropriated upon notice to the Recreation and Parks Department Director to the Recreation and Parks Grant Fund, Department No. 51, Fund No. 2286, per the accounting codes in the attachment to this ordinance.

 

SECTION 2. That the monies in the foregoing Section 1 shall be paid upon the order of the Director of Recreation and Parks, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 3. At the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.

 

SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
