Explanation

This ordinance authorizes the Director of Finance and Management, on behalf of the Department of Technology, to establish a purchase order with Granicus, Inc. utilizing a State of Ohio Master Cloud Service Agreement - MCSA0031, with the current expiration date of June 30, 2025, for hosting, support and maintenance of Communication Cloud, the City’s high-volume, non-emergency communication tool. The coverage term period is August 2, 2023 to August 1, 2024, at a cost of $96,486.88.

 

Communication Cloud is the enterprise non-emergency communications tool for the City of Columbus. Columbus City Council began using the system in 2014. In 2017, the service was expanded for use by all City departments and elected offices. Since that time, subscriptions to over 210 City-offered topics, provided free of charge to the public, have grown to over 230,000.

FISCAL IMPACT:

In 2022, $91,892.27 was expended with Granicus, Inc. for hosting, support and maintenance of Communication Cloud, the City’s high-volume, non-emergency communication tool.   This year (2023) funds totaling $96,486.88 for hosting, support and maintenance of Communication Cloud, the City’s high-volume, non-emergency communication tool are available and budgeted for this purpose within the Department of Technology, Information Services Division, Information Services Operating Fund.

 

EMERGENCY

 

The current agreement expires on August 1, 2023. An emergency is needed to avoid any interruption of services to any city agency that relies on the service(s) that this vendor provides.

 

Title

To authorize the Director of the Finance and Management Department, on behalf of the Department of Technology, to establish a purchase order with Granicus, Inc. from a State Term Contract for hosting, support and maintenance of Communication Cloud, the City’s non-emergency subscription-based communication tool; to authorize the expenditure of $96,486.88 from the Department of Technology, Information Services Division, Information Services Operating Fund; and to declare an emergency. Body

WHEREAS, this service provides hosting, support and maintenance of Communication Cloud, the City’s high-volume, non-emergency communication tool for use by all City departments/divisions; and

 

WHEREAS, important City information is provided free of charge to the public through this service; and

 

WHEREAS, it is necessary to authorize the Director of Finance and Management, on behalf of the Department of Technology, to establish a purchase order with Granicus, Inc. utilizing State of Ohio Master Cloud Service Agreement - MCSA0031, with the current expiration date of June 30, 2025; and

 

WHEREAS, the term period of this agreement is August 2, 2023 to August 1, 2024, at a cost of $96,486.88; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Technology in that it is immediately necessary to authorize the Director of Finance and Management to establish a purchase order with Granicus, Inc. utilizing State of Ohio Master Cloud Service Agreement - MCSA0031 so that Granicus, Inc.prior to its expiration on August 1, 2023 to continue to provide hosting, support and maintenance of Communication Cloud, the City’s high-volume, non-emergency communication tool without interruption; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1: That the Director of Finance and Management, on behalf of the Department of Technology, be and is hereby authorized to establish a purchase order with Granicus, Inc., utilizing State of Ohio Master Cloud Service Agreement - MCSA0031, with the current expiration date of June 30, 2025, for subscription based technology research services, for a term period of one (1) year, from August 2, 2023 to August 1, 2024 at a cost of $96,486.88, for hosting, support and maintenance of Communication Cloud, the City’s high-volume, non-emergency communication tool for use by all City departments/divisions.

 

SECTION 2: That the expenditure of $96,486.88, or so much thereof as may be necessary, is hereby authorized to be expended from (Please see attachment 2120-2023 EXP):

SECTION 3: That the City Auditor is authorized to make any changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

SECTION 4: That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part of hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
