Explanation

 

This legislation authorizes the Director of the Department of Building and Zoning Services to enter into a not-for-profit service contract with Columbus City Schools to implement education and career-based training programs. This contract will fund curriculum development for career-based training programs that prepare students to enter pre-apprenticeship and apprenticeship programs and provide students with tool kits along with personal protective equipment for students. Columbus City Schools has an advantage over the Department of Building and Zoning Services in its ability to reach young people in Columbus and provide them the opportunity to be trained in the trades.

FISCAL IMPACT:  This ordinance authorizes the transfer and appropriation of funds from the Development Services Fund to the Special Purpose Fund - Construction Trades Education Program. This ordinance will also authorize the contract and expenditure of $58,400.00 from the Special Purpose Fund - Construction Trades Education Program.

Body

 

WHEREAS, Ordinance No. 1350-2017 authorized an amendment to Columbus City Codes to allow the Department of Building and Zoning Services to use its revenue to fund education and career-based training programs in partnership with the construction industry and Columbus City Schools; and

 

WHEREAS, Ordinance No. 1744-2017 created the Construction Trades Education Program Subfund; and

 

WHEREAS, Columbus City Schools has an advantage over the Department of Building and Zoning Services in its ability to reach young people in Columbus and provide them the opportunity to be trained in the trades; and

 

WHEREAS, it is now necessary to authorize the Director of the Department of Building and Zoning Services to enter into a contract with Columbus City Schools to develop curriculum for career-based training programs and provide students with tool kits and personal protective equipment; now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the City Auditor is hereby authorized to transfer $58,400.00 within the Development Services Fund, Fund 2240, per the accounting codes in the attachment to this ordinance.

 

SECTION 2.  That the City Auditor is hereby authorized to transfer $58,400.00 from the Development Services Fund to the City's Special Purpose Fund, Fund 2223, Construction Trades Education Program Subfund, Subfund No. 222351, per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That an amount up to, but not to exceed, the cash in the fund not encumbered for any other purpose is hereby appropriated within the City's Special Purpose Fund, Fund 2223, Construction Trades Education Subfund, Subfund No. 222351, per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That the Director of the Department of Building and Zoning Services be and is hereby authorized to enter into not-for-profit service contract in the amount of $58,400.00 with Columbus City Schools to develop curriculum for career-based training programs and provide students with tool kits and personal protective equipment.

 

SECTION 5.  That the expenditure of $58,400.00 so much thereof as may be needed pursuant to the actions authorized in SECTION 3, is hereby authorized from the Special Purpose Fund, Fund 2223, Construction Trades Education Program Subfund, Subfund No. 222351, Object Class 03 - Contractual Services, per the accounting codes in the attachment to this ordinance.

 

SECTION 6.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 7.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
