Explanation

Background:

This ordinance authorizes the Director of the Recreation and Parks Department to enter into a summer youth programming grant agreement with the Columbus Metropolitan Library for $60,000.00. 

This grant award will be used to expand quality summer programming for youth residing within the City of Columbus geographical boundaries. Funding will support the organization in providing programming that will fulfill one or more of the following outcomes: improving academic performance and intellectual development; enhancing career readiness and workplace skills; and promoting the understanding and use of non-violent conflict resolution skills.  The term of this grant agreement will begin on June 1, 2024 and will end on October 31, 2024.  The grant shall be paid to the grantee in advance.

Emergency Designation: Emergency action is requested to ensure that the funding is in place so that expanded quality summer programming for youth will commence in June 2024.

Fiscal Impact: $60,000.00 is available from the Recreation and Parks Operating Fund 2285.

Body

 

WHEREAS, it is necessary to authorize the Director of the Department of Recreation and Parks desires to enter into an advance-pay grant agreement with the Columbus Metropolitan Library for an amount of $60,000.00 to help fund summer 2024 youth programming in Columbus; and

 

WHEREAS, it is necessary to authorize the transfer of $60,000 within the Recreation and Parks operating fund 2285; and

 

WHEREAS, it is necessary to authorize the expenditure of $60,000.00 from the Recreation and Parks operating fund 2285; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to enter into this non-profit grant agreements so that programming may begin on June 1, 2024, thereby preserving the public health, peace, property, safety, and welfare;  NOW, THEREFORE:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1: That the Director of Recreation and Parks be and is hereby authorized to enter into advance-pay grant agreement with the Columbus Metropolitan Library for an amount of $60,000.00 to support summer 2024 programming opportunities, the term of which will begin on June 1, 2024 and end on October 31, 2024. 

SECTION 2:  That the transfer of $60,000.00 within the Recreation and Parks operating fund 2285 is authorized per the accounting codes in the attachment to this ordinance.

SECTION 3.  That the expenditure of up to $60,000.00 or so much thereof as may be needed, is hereby authorized in Fund 2285 Recreation & Parks Operating Fund in main account 65026, tax reportable grants to others, per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
