Explanation

 

Background:

The legislation authorizes the Director of the Department of Neighborhoods, on behalf of the City, to enter into a contract with MKSK. MKSK will work in coordination with the City Department of Neighborhoods to engage the Eastland community, City Departments, and other community partners to develop a comprehensive community plan. It also authorizes the expenditure of up to $849,600.00 from the General Fund.

The Department of Neighborhoods advertised a Request for Proposals (RFP) for the Eastland Community Plan, RFQ024173, on the Vendor Services and Bonfire websites that closed on April 13, 2023. The City received thirteen (13) responses. All proposals were fully evaluated when the Evaluation Committee met on April 21, 2023. The responding firms were:

MKSK received the highest score by the evaluation committee based upon the criteria and will be awarded the Eastland Community Plan contract.

Fiscal Impact: The fiscal impact associated with the execution of the contract is up to $849,600.00 to come from the General Fund.

Emergency Justification: Emergency action is requested to allow the immediate execution of this contract in order to begin the neighborhood planning process.

To authorize the Director of Neighborhoods to enter into a contract with MKSK to develop a comprehensive community plan for the Eastland community; to authorize the expenditure up to $849,600.00 in the General Fund; and to declare an emergency. ($849,600.00)

 

 

Body

 

WHEREAS, the Department of Neighborhoods advertised for a Request for Proposals for the Eastland Community Plan; and

WHEREAS, the Department of Neighborhoods received thirteen (13) proposals, MKSK, Yard & Company, RAMA Consulting, Rebuilding Columbus, KTGY, Cityfi, LLC, Capital City Jaguars Youth Sports Association, Future iQ, Inc., XYZ Professional Services, Ltd., Lesar Support Services, APD Urban Planning & Management, LLC, Polis Institute, WGI, Inc.; and

WHEREAS, all thirteen proposals were evaluated and MKSK received the highest score by the evaluation committee based upon the criteria; and

WHEREAS, it is necessary to enter into a contract with MKSK for the development of the Eastland Community Plan described above in the amount of up to $849,600.00; and

WHEREAS, an emergency exists in the usual daily operation of the Department of Neighborhoods in that it is immediately necessary to authorize the Director to enter into a contract with MKSK in order to expedite this critical project to develop a community plan relevant to the current & future needs of the Eastland area, all for the immediate preservation of the public peace, property, health, safety and welfare; and now therefore,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1. That the Director of the Department of Neighborhoods be, and hereby is, authorized to enter into a contract with MKSK to engage the Eastland community, City Departments, and other community partners to develop a comprehensive community land use development, preservation and business plan.

SECTION 2. That the expenditure up to $849,600.00 or so much thereof as may be needed, is hereby authorized in Fund 1000 in object class 03, Contractual Services, per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary

SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
