Title: To authorize the Director of Public Service to enter into a professional service contract with Stantec Consulting Services, Inc. for the design of the Pedestrian Safety Improvements - Sidewalk Design and Crosswalk Improvements project for the Division of Mobility Options; to amend the 2012 Capital Improvement Budget; to authorize the transfer and expenditure of $439,000.00 within the Streets and Highways G.O. Bonds Fund; and to declare an emergency ($439,000.00).

Explanation
1. BACKGROUND
This legislation authorizes the Director of Public Service to enter into a professional services engineering contract for the Pedestrian Safety Improvements - Sidewalk Design and Crosswalk Improvements project with Stantec Consulting Services, Inc. in an amount up to $439,000.00.  
 
This contract will include the work describe below:
Pedestrian Safety Improvements - Godown Road Sidewalks-Francisco Road to Bethel Road.  The consultant will produce preliminary engineering documents, and then scope for a separate task to produce construction drawings for new sidewalk construction on both sides of the road, including curb ramps and right of way plans, if needed.
 
Pedestrian Safety Improvements - Waggoner Road Shared Use Path - Broad Street to Chapel Stone Road.  The consultant will produce preliminary engineering documents, and then scope for a separate task to produce construction drawings for new sidewalk (both sides), or shared use path (one side) construction, including curb ramps, and right of way plans, if needed.
Crosswalk Design.  The consultant will produce construction drawings for crosswalk improvement projects.  These drawings will be for multiple locations for spot improvements.  Examples of work may include but are not limited to raised crosswalks, curb ramps, sidewalk, curb extensions, pedestrian refuge islands, street lighting, basic and hybrid signal design, pavement marking and signing and drainage improvements.  Crosswalk improvements may include, but are not limited to the following locations:
     Mid block crossing on Northtowne Blvd approximately 1200 feet north of Morse Road- raised crosswalk, curb ramps and sidewalk improvements;
    Chatterton Rd at Reynard Rd - new marked crosswalk including a median refuge island, sidewalk, curb ramps and beacon system;
    Morse Rd at Sunbury Rd - addition of crosswalks, curb ramps, raised islands and basic signal design;
    Nationwide Blvd about 600 feet east of High St- addition of marked crosswalk, curb ramps, median work;
    Refugee Rd at Long Rd - new marked crosswalk, pedestrian refuge island, street lighting, beacon system, sidewalk, shared use path, curb ramps;
    Park St at Spruce St-crosswalk improvements, curb extensions, pedestrian refuge island, street lighting, drainage design, curb ramps; and
    Park St at Vine St - curb extensions, street lighting, basic signal work, drainage design and curb ramps.
Depending on budget availability, the consultant may also design pedestrian hybrid beacons for multiple locations to produce construction plans - work would include signal design, pavement markings, signs, and curb ramps.
A total of 1.65  miles of 5-foot wide sidewalk and/or 10-foot wide shared-use path will be added or reconstructed between the two projects on Waggoner Road and Godown Road.  A total of 54 ADA ramps will be added or reconstructed.  There are 20 bus stops and transit routes within the limits of the two sidewalk projects.
 
Pedestrian generators and destinations impacting the proposed project include residences and retail and key pedestrian destinations such as:  Centennial High School, Winterset Elementary School, Gables Elementary School, Northcrest Park, Anheuser-Busch Sports Park, Dysart Run Parkland, Crawford Farms Park, Jefferson Woods Park, Creekstone Parkland, Reynolds Crossing Park.
The Department of Public Service, Office of Support Services solicited a Request for Proposal for the Pedestrian Safety Improvements - Sidewalk Design and Crosswalk Improvements contract.  The project was formally advertised on the Vendor Services web site from March 8, 2012, to April 5, 2012.  The city received 8 responses.  All proposals were deemed minimally compliant and were fully evaluated when the evaluation committee met on April 11, 2012.

Stantec Consulting Services, Inc. received the highest score by the evaluation committee and will be awarded the contract in an amount up to  $439,000.00.  
 
Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Stantec Consulting Services, Inc.
2.  CONTRACT COMPLIANCE:
The contract compliance number for Stantec Consulting Services, Inc. is 112167170 and expires 12/21/13.
 
3.  EMERGENCY DESIGNATION
Emergency action is requested so that the design of these improvements can begin and construction can proceed as early as possible to provide the highest level of pedestrian safety.
 
4.  FISCAL IMPACT
Funds in the amount of $439,000.00 are budgeted in the 2012 C.I.B.  Bonds have yet to be sold for this project.  It is therefore necessary to transfer available funds and amend the 2012 C.I.B. until bonds are sold.  At that point these projects will be reimbursed.

WHEREAS, the City has identified the need for professional engineering services for the design of sidewalk and crosswalk improvements within the City, including projects such as the Pedestrian Safety Improvements - Godown Road Sidewalks-Francisco Road to Bethel Road, the Pedestrian Safety Improvements - Waggoner Road Shared Use Path - Broad Street to Chapel Stone Road project and several crosswalk improvement projects; and
 
WHEREAS, the Director of Public Service has identified the need to enter into a professional service contract for the design of the Pedestrian Safety Improvements - Sidewalk Design and Crosswalk Improvements project; and
 
WHEREAS, a satisfactory proposal has been submitted by Stantec Consulting Services, Inc.; and
 
WHEREAS, this ordinance authorizes the Director of Public Service to enter into contract with Stantec Consulting Services, Inc, for the design of this project; and
WHEREAS, it is necessary to amend the 2012 Capital Improvement Budget; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service, Division of Mobility Options, in that the contract should go forth immediately so that this project should proceed to design sidewalks for the highest level of pedestrian safety and keep commitments made to the local community, thereby preserving the public health, peace, property, safety and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1.  That the Director of Public Service be and is hereby authorized to enter into a professional services contract with Stantec Consulting Services, Inc, 1500 Lakeshore Drive, Suite 100, Columbus, OH, 43204, in an amount up to $439,000.00 for the design of the Pedestrian Safety Improvements - Sidewalk Design and Crosswalk Improvements project.
 
SECTION 2.  That the 2012 Capital Improvement Budget established within ordinance 0368-2012 be and hereby is amended as follows:

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
 
SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the mayor, or ten days after passage if the mayor neither approves nor vetoes the same.
