Explanation
This ordinance authorizes the Director of the Office of Education to enter into a service contract with Advanced Civics, LLC in support of the Columbus Promise.
The Columbus Promise Scholarship covers tuition and fees to Columbus State Community College after the Pell grant (if eligible) and any tuition-restricted scholarship(s). An additional $500 per semester for educational expenses, up to six semesters, is also included. Additionally, Columbus Promise Scholars receive exclusive advising and support to develop skills, behaviors, and habits that contribute to success in and beyond college.
Advanced Civics, LLC provides ongoing programmatic evaluation and statistical modeling for the management and improvement of Columbus Promise.
Fiscal Impact: Funding is available within the Job Growth subfund.

To authorize the Director of the Office of Education to enter into a service contract with Advanced Civics LLC in support of the Columbus Promise; and to authorize an appropriation and expenditure within the Job Growth subfund; and to waive the competitive bidding provisions of Columbus City Codes. WHEREAS, The Columbus Promise Scholarship covers tuition and fees to Columbus State Community College after the Pell grant (if eligible) and any tuition-restricted scholarship; and
WHEREAS, Columbus Promise Scholars receive exclusive advising and support to develop skills, behaviors, and habits that contribute to success in and beyond college; and
WHEREAS, Advanced Civics, LLC provides ongoing programmatic evaluation and statistical modeling for the management and improvement of Columbus Promise; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Office of Education is hereby authorized and directed to enter into a service contract with Advanced Civics LLC for services between January 1, 2021 and May 1, 2023 in support of the Columbus Promise.
SECTION 2. That the Auditor is hereby authorized and directed to appropriate $90,000.00 within the Job Growth subfund, fund 1000, subfund 100015, to the Office of Education in 03-Services, per the accounting codes in the attachment to this ordinance.
SECTION 3. That per the action authorized in Section 1 of this ordinance, the expenditure of $90,000.00 within the Job Growth subfund is hereby authorized per the accounting codes in the attachment to this ordinance.
SECTION 4. That the competitive bidding provisions of Columbus City Codes are hereby waived.
SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.5
SECTION 7. That this ordinance shall take effect at the earliest date allowable by law.
