Explanation

 

BACKGROUND: This ordinance authorizes the Department of Finance and Management to enter into contract with Harrison Trailers LLC for the purchase and delivery of one four-horse gooseneck trailer the Division of Police Mounted Unit. The Division was approved by the Bureau of Justice Assistance (BJA) to purchase a four-horse gooseneck trailer under the FY24 Justice Assistance Grant (JAG). This purchase has been approved by the Division of Fleet Management and will replace the current trailer. This equipment will be validated and used to ensure the safe transportation of horses to community and neighborhood events.

 

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of City Code Chapter 329 relating to competitive bidding (RFQ031218). Thirty-seven (37) vendors were solicited, and two (2) majority bids and one (1) MBE bid were received and opened on October 9, 2025.

After evaluation of the bids, the Division of Police determined that Harrison Trailers LLC, meets all of the requirements of the bid and is recommended for award as the lowest, responsive, responsible and best bidder.

 

This company is not debarred according to sam.gov or prohibited from being awarded a contract as per the Auditor of State unresolved findings for recovery certified search.

 

FISCAL IMPACT:  This ordinance authorizes an expenditure of $57,912.00, or so much thereof as may be needed, from the FY24 Justice Assistance Grant (JAG) for the purchase of a four-horse gooseneck trailer, with requested accessories and associated shipping costs for the City of Columbus, Mounted Police Unit. Funds budgeted in FY24 JAG for this purpose have been allocated for this purchase.

To authorize the Department of Finance and Management, to enter into contract to Harrison Trailers LLC for the purchase and delivery of a four-horse gooseneck trailer, with requested accessories, for the Division of Police Mounted Unit; to authorize the expenditure of $57,912.00 from the FY24 JAG. ($57,912.00)

 

Body

 

WHEREAS, The Division of Police, Mounted Unit was awarded the FY24 JAG from the BJA for the specific purchase of a four-horse gooseneck trailer; and,

 

WHEREAS, the equipment will be validated and used to ensure the safe transportation of horses to community and neighborhood events; and,

 

WHEREAS, the Department of Finance and Management issued a formal Request for Quotation for a four-horse gooseneck trailer, with requested accessories and shipping costs; and

 

WHEREAS, three proposals were received via RFQ031218, and it was determined that Harrison Trailers LLC was the lowest, responsive, responsible and best bidder; and,

 

WHEREAS, it is necessary in the usual daily operation of the Department of Safety, Division of Police to authorize the Director of Finance and Management to enter into a contract with Harrison Trailers LLC for the purchase a four-horse gooseneck trailer for use by the Mounted Unit in accordance with the terms, conditions, and specifications of Solicitation Number RFQ031218, for the preservation the public peace, health, property, safety and welfare; now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Department of Finance and Management be and is hereby authorized and directed to enter into contract with Harrison Trailers LLC,  for the purchase and delivery of a four-horse gooseneck trailer which includes, requested accessories, validation,  for the Division of Police Mounted Unit.

 

SECTION 2.  That the expenditure of $57,912.00 or so much thereof as may be needed, be and the same is hereby authorized in object class 06 Capital Outlay per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City’s financial records.

 

SECTION 4. At the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 5.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
