Background
This legislation authorizes the Director of Development to enter into a planned modification of a service contract with Revere Roofing Company, Inc. for the Division of Housing’s Roof Replacement Program, to increase funding in an amount up to $125,000.00 and authorizes the Director of the Department of Development to enter into grant agreements, including modifications if necessary, with homeowner participants in the Roof Replacement Program if the total grant amount is greater than $5,000.00, all without having to return to City Council for each project under the Roof Replacement Program.

In accordance with C.C. 329.09(a):
1. The amount of additional funds being requested under this modification is $150,000.00.
2. The need for additional services was forseen at the time the initial contract was awarded, but a legislative modification is required by operation of C.C. 329.09(b).
3. It is in the City’s best interest to continue with the Revere Roofing Company, Inc. one of the current contractors to provide roof replacement services as part of the Division of Housing’s Roof Replacement Program, as to not interrupt current services.
4. The pricing provided and accepted with the bid received for RFQ028880 will be maintained with this modification.
The department advertised RFQ028880 on Vendor Services and Bonfire seeking contractors to provide roof replacement services for the Roof Replacement Program. The effort was advertised from October 4, 2024, to October 25, 2024. The department notified 158 registered vendors and three (3) bids were received.
The Director of the Department of Development requested to entered into contract with the three lowest, responsive, responsible, and best bidders as multiple contractors are needed for this program. Revere Roofing Company, Inc. was awarded a service contract in an amount of $150,000.00 under Ordinance No. 3237-2024, PO483750. This agreement ended on December 31, 2025 and was not extended prior to the end of the contract term. Ordinance 0161-2026 was authorized and approved by Council on February 11, 2026
The Roof Replacement Program is a home repair program operated by the Division of Housing. The program was established to assist low and moderate-income homeowners with replacement of roof and roof elements that constitute a critical condition, and when such condition is not corrected, could cause the homeowner to vacate their home.
The Roof Replacement Program requires two different types of agreements: a grant agreement with the participant homeowner and a contract with the contractor. Once a participant is approved for the program, the Director enters into a grant agreement with the participant that outlines the scope of work to be performed and the value of the grant (the cost of work to be performed by the contractor). While the cost of work includes a contingency, there are occasionally unforeseen circumstances that may increase the cost. If this were to occur, a grant agreement modification would be required to increase the value of the grant. The waiver of Columbus City Codes Sections 111.14 (requiring City Council approval for a grant agreement over $5,000) and 329.09 (requiring City Council approval for contract [grant] modification) for each project will allow the work to be done in a timely and efficient manner.
Emergency action is requested to continue roof repairs under the Division of Housing’s Roof Replacement Program that otherwise could require homeowners to vacate their property.
FISCAL IMPACT
Funding in the amount of $125,000.00 is available within the Development Taxable Bond Fund, (Fund 7739). An amendment to the 2025 Capital Improvement Budget and a transfer of funds and appropriation is required to establish sufficient budget authority for the project.

To amend the 2025 Capital Improvement Budget; to authorize the transfer of funds within the Affordable Housing Taxable Bond Fund; to authorize the Director of Development to enter into a planned service contract modification with Revere Roofing Company, Inc. for the Division of Housing’s Roof Replacement Program, in an amount up to $125,000.00; to waive the provisions of Columbus City Codes Sections 111.14 and 329.09 for the Roof Replacement Program; to authorize the transfer between projects and expenditure in an amount up to $125,000.00 within the Development Taxable Bond fund; to authorize the Director of the Department of Development to enter into grant agreements, including modifications if necessary, with homeowner participants in the Roof Replacement Program if the total grant amount is greater than $5,000.00, all without having to return to City Council for each project under the Roof Replacement Program; and to declare an emergency. WHEREAS, the Roof Replacement Program was established to assist low and moderate-income homeowners with roof repairs that constitute a critical condition, and when such a condition is not corrected, could cause the homeowner to vacate their home; and
WHEREAS, the Department of Development advertised RFQ028880 for the Roof Replacement Program seeking contractors to provide roof replacement services on Vendor Services and Bonfire from October 4, 2024, to October 25, 2024; and
WHEREAS, Revere Roofing Company, Inc. was awarded a service contract in an amount of $150,000.00 under Ordinance No. 3237-2024, PO483750; and
WHEREAS, this agreement ended on December 31, 2025 and was not extended prior to the end of the contract term; and
WHEREAS, the Director of the Department of Development entered into a second service contract with Revere Roofing Company, Inc.to continue roof replacement services for the program in an amount of $150,000.00 under Ordinance 0161-2026, PO554055; and
WHEREAS, the second agreement allowed for reimbursement of expenses incurred prior to execution of the purchase order, starting January 1, 2026 and waive the competitive bidding provisions of Columbus City Code; and
WHEREAS, the need within the program is great and a planned modification to increase funds in an amount up to $125,000.00 is needed; and
WHEREAS, the Director of the Department of Development desires to enter into grant agreements with homeowners participating in the Roof Replacement Program; and
WHEREAS, it is in the best interest of the City to waive the requirements in Columbus City Codes Sections 111.14 and 329.09, pursuant to Columbus City Codes Section 329.15, and authorize the Director of the Department of Development to enter into grant agreements with an amount over $5,0000, including modifications as necessary, with participant homeowners of the Roof Replacement program without having to return to City Council for each project; and
WHEREAS, it is necessary to amend the 2025 Capital Improvement Budget, to transfer funds within the Development Taxable Bond Fund, and to authorize the expenditure of $125,000.00; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development to enter into a planned modification of a service contract with Revere Roofing Company, Inc. in order to continue roof repairs under the Division of Housing’s Roof Replacement Program that otherwise could require homeowners to vacate their property, thereby preserving the public health, peace, property, safety, and welfare; NOW THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. The Director of the Department of Development is authorized to enter into a planned modification of a service contract with Revere Roofing Company, Inc. in an amount up to $125,000.00 to provide roof replacement and to reimburse expenses incurred prior to execution of the purchase order.
SECTION 2. That the 2025 Capital Improvements Budget be amended as follows to establish sufficient authority for this this project:

SECTION 3. That the transfer of $125,000.00 or so much thereof as may be needed, is hereby authorized within Fund 7739 (Development Taxable Bond Fund), from Dept-Div 44-02 (Econ Dev) to Dept-Div 44-10 (Housing) per the account codes in the attachment to this ordinance.
SECTION 4. That for the purpose as stated in Section 1, the expenditure of $125,000.00, or so much thereof as may be necessary, is hereby authorized in fund 7739 (Development Taxable Bond Fund), Project P782001-100002, Dept. 44-10 (Housing), in Object Class 06 (Capital Outlay) per the accounting codes in the attachment to this ordinance.
SECTION 5. That City Council finds that is in the best interest of the City to waive the provisions in Columbus City Codes Sections 111.14 and 329.09 pursuant to Columbus City Codes Section 329.15.
SECTION 6. That the Director of the Department of Development is authorized to enter into grant agreements, including modifications, with participant homeowners of the Roof Replacement Program if the grant amount is greater than $5,000.00, without having to return to City Council for each project.
SECTION 7. Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.
SECTION 8. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 9. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
