Explanation

 

BACKGROUND:  This ordinance authorizes the Executive Director of the Office of CelebrateOne, on behalf of the Office of the Mayor, to establish a not for profit grant agreement with Planned Parenthood of Greater Ohio, to provide community based peer-to-peer education program for teens in Franklin County. Funding was awarded to CelebrateOne by the Franklin County Department of Job and Family Services with Ordinance 0473-2023.

 

In addition to having one of the highest infant mortality rates in the nation, Ohio ranks 23rd out of all 50 states for teenage pregnancies. Teen pregnancy is a significant contributor to pre-maturity, a leading cause of infant mortality, because pregnant teens have a higher risk for having a baby born too small or too soon.

 

A recent examination of the National Survey of Family Growth revealed that teens who received comprehensive sex education were 50% less likely to report a pregnancy than those who received abstinence-only education. Currently, without any state health education standards, many teens in Ohio and Franklin County do not have access to comprehensive, medically-accurate sex education.

 

The Office of CelebrateOne, in partnership with Planned Parenthood of Greater Ohio, reinforces peer education by engaging youth in Columbus City Schools from the CelebrateOne neighborhoods. Peer education supports the development of healthy lifestyles and responsible choices by adolescents. Peer educators will receive training and incentives to increase their knowledge of essential, evidence-based sexual health information, establish important leadership skills, and gain the confidence to engage their peers and larger community in vital conversations.​

 

 

Planned Parenthood of Greater Ohio is a Not-For-Profit Organization, Tax ID # 34-1015976, DAX# 027518.

 

 

FISCAL IMPACT:  This not for profit grant agreement utilizes a $150,000.00 reimbursement grant from the Franklin County Department of Job and Family Services originally accepted by Ord. 0473-2023, Grant # G402301 Franklin County Board of Commissioners TANF Services. This grant award be funded from Project G402301 within the General Government Grants Fund 2220.

($150,000.00)

 

Body

 

WHEREAS, CelebrateOne received a reimbursement grant from the Franklin County Department of Job and Family Services for the Peer-to-Peer Reproductive Health Education Program with Planned Parenthood of Greater Ohio program; and

 

WHEREAS, this ordinance authorizes a transfer within the General Government Grants Fund 2220; and

 

WHEREAS, this ordinance authorizes an expenditure of up to $150,000.00 from the General Government Grants Fund 2220 for the Office of the Mayor/CelebrateOne, Division No. 4005, for the Teen Reproductive Health Education Program; and

 

WHEREAS, it is necessary to transfer $150,000.00 appropriation, and budget authority within the General Government Grants Fund 2220 in order to align the expenditure with a grant to a not for profit entity; and

 

WHEREAS, it has become necessary in the usual daily operation of the Office of CelebrateOne that it is necessary for the Executive Director of CelebrateOne to enter into a not for profit grant agreement with Planned Parenthood of Greater Ohio for the Peer-to-Peer Reproductive Health Education Program for the 2023-2024 school year, all for the preservation of the public health, peace, property, safety and welfare; now therefore, 

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Executive Director of CelebrateOne, on behalf of the Office of the Mayor, is authorized to enter into a not for profit grant agreement with Planned Parenthood of Greater Ohio in the amount of $150,000.00 for peer-to-peer reproductive health education program through June 30, 2024.

 

SECTION 2.  That the City Auditor is authorized to transfer $150,000.00 of appropriation and budget authority from character 03 to 05 within General Government Grants Fund 2220, to align with Grants and Service Contracts Awarded to Not-for-Profits by the City (dated February 20, 2023), in accordance with the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the expenditure of $150,000.00 is hereby authorized from General Government Grants Fund 2220 according to the funding codes in the attachment to this ordinance.

 

SECTION 4.  That this contract is entered into under the provisions of Columbus City Code Chapter 329 regarding non-profit contracts.

SECTION 5. That the funds necessary to carry out the purpose of this ordinance are deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that these contracts are properly accounted for and recorded accurately on the City’s financial records. 

SECTION 7. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
