Explanation

 

1. BACKGROUND:  This legislation authorizes the Director of Public Utilities to enter into a professional engineering services agreement with Burgess & Niple, Inc. for the Watershed Miscellaneous Improvements - Griggs Boat Launch Improvements Project, in an amount up to $383,600.00, for Division of Water CIP No. 690411-100009, Contract No. 2184.

 

This project will provide full-service design and engineering services during construction to remove and replace concrete boat ramps and remove and reuse (if possible) the “courtesy” docks at two boat launch facilities at the Griggs Reservoir.  The two facilities are located south of Fishinger Road and north of Nottingham Road.  The Nottingham Boat Launch facility has three concrete boat ramps and the Trabue-Murphy Boat Launch facility has two concrete boat ramps.  Division of Water staff will be partnering with Columbus Recreation and Parks Department staff. The project will consider ADA access requirements, coordination with reservoir recreational activities, and potential improvements to reduce the amount of debris that accumulates on the ramps.  This initial contract shall include preliminary design (Phase 1) and detailed design/bidding phase services (Phase 2). 

 

FUTURE RENEWAL(S): Engineering services during construction (Phase 3) will be authorized under a future contract renewal.

 

TIMELINE:

NTP is anticipated to occur June 2018.

Preliminary design (Phase 1) work is anticipated to be completed October 2018.

Detailed design (Phase 2) work is anticipated to be completed September 2019.

Engineering Services During Construction (Phase 3) work is anticipated to be completed October 2020.

 

ESTIMATED COST OF PROJECT:

 

Phase 1 & 2 - Preliminary Design & Detailed Design/Bidding (current)                     $383,600.00

Phase 3 - Services During Construction (Future Renewal)                     $250,000.00

Estimated Contract Total                     $633,600.00

 

The Community Planning Area is “Northwest”.

 

2. ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT: 

The Griggs Reservoir boat launches are utilized by the general public for recreational activities.  Additionally, Division of Water staff utilizes the launch for boats used for gathering water quality samples.  The launches are also used by first responder personnel in the event of water rescue or search and rescue/retrieval operations.   All of these uses support a healthy community which supports local and regional economic growth.  The Columbus Recreation and Parks Department has received significant public comment on the need for rehabilitation/repair to these heavily utilized boat launches.

 

3. BID INFORMATION:  The selection of the firm providing the professional engineering services has been performed in accordance with the procedures set forth in Columbus City Code, Section 329, "Awarding professional service contracts through requests for proposals."  The evaluation criteria for this contract included:  1. Understanding of Project, 2. Environmentally Preferable, 3. Past Performance, 4. and Local Workforce.

 

On December 22, 2017, the Department received four (4) Request for Proposals (RFP’s) from Burgess and Niple, ms consultants, RMF Engineering, and Kabil & Associates.

 

An evaluation committee reviewed the proposals and scored them based on the criteria mentioned above.  The Department of Public Utilities recommends the agreement be awarded to Burgess & Niple, Inc.

 

The Contract Compliance Number for Burgess & Niple, Inc. is 31-0885550 (expires 5/31/18, MAJ, DAX #004425).

 

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Burgess & Niple, Inc.

 

4. FISCAL IMPACT: There are sufficient funds within the Water G.O. Bonds Fund for this expenditure, but an amendment to the 2017 Capital Improvements Budget is necessary.

WHEREAS, four (4) technical proposals for professional engineering services for the Watershed Miscellaneous Improvements - Griggs Boat Launch Improvements Project were received on December 22, 2017; and

 

WHEREAS, the Department of Public Utilities recommends that the agreement be awarded to Burgess & Niple, Inc.; and

 

WHEREAS, it is necessary to authorize an expenditure of funds within the Water G.O. Bonds Fund, for the Division of Water; and 

 

WHEREAS, it is necessary to authorize an amendment to the 2017 Capital Improvements Budget for the purpose of providing sufficient spending authority for the aforementioned project expenditure; and

 

WHEREAS, it has become necessary in the usual daily operation of the Division of Water, Department of Public Utilities, to authorize the Director of Public Utilities to enter into a professional engineering services agreement with Burgess & Niple, Inc. for the Watershed Misc. Imp’s - Griggs Boat Launch Imp’s Project; for the preservation of the public health, peace, property and safety; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Utilities is hereby authorized to enter into a professional engineering services agreement for the Watershed Misc. Imp’s - Griggs Boat Launch Imp’s Project with Burgess & Niple, Inc. (FID# 31-0885550), 5085 Reed Road, Columbus, Ohio 43220; for an expenditure up to $383,600.00; in accordance with the terms and conditions of the agreement on file in the Office of the Division of Water.

 

SECTION 2.  That the 2017 Capital Improvements Budget is hereby amended, in Fund 6006 - Water G.O. Bonds Fund, as follows:

SECTION 3. That an expenditure of $383,600.00 or so much thereof as may be needed, is hereby authorized in Object Class 06 - Capital Outlay, per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That the funds necessary to carry out the purpose of this Ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.

 

SECTION 6.  That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 7.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.

 

SECTION 8.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
