Explanation
This legislation authorizes the Director of Public Utilities to enter into a one (1) year contract for Land Application Services with Synagro Central, LLC for the Division of Sewerage and Drainage.
The Director of Public Utilities opened formal bids on March 30, 2011 for the 2011 Land Application Program. Two (2) bids were received. The lowest, responsive, and responsible bid was Synagro Central, LLC (SEE ATTACHED AWARD LETTER).
This contract provides the Department of Public Utilities, Division of Sewerage and Drainage the service of applying sewage sludge for agricultural purposes. The contract will be utilized by the Southerly Wastwewater Treatment Plant, Jackson Pike Wastewater Treatment Plant and the Compost Facility. This ordinance would authorizxe the Director of Public Utilities to enter into a one year contract with Synagro Central, LLC. Contract specifications allow for two (2) one (1) year extensions on a year to year basis and upon approval by City Council.
SUPPLIER: Synagro Central, LLC (76-0612568) Expires 1-21-13. The vendor does not have MBE/FBE status.
The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
FISCAL IMPACT: $650,000.00 is needed and budgeted for this purchase.
2010 expenditures for the Division of Sewerage and Drainage is $705,413.41.
2009 expenditures for the Division of Sewerage and Drainage is $459,212.83.

WHEREAS, the Division of Sewerage and Drainage received and opened two bids on solicitation number SA003896 on March 30, 2011, and
WHEREAS, the Division of Sewerage and Drainage recommends an award be made to the lowest, responsive, and responsible bidder Synagro Central, LLC, and
WHEREAS, This contract provides the Department of Public Utilities, Division of Sewerage and Drainage the service of applying sewage sludge for agricultural purposes. The contract will be utilized by the Southerly Wastwewater Treatment Plant, Jackson Pike Wastewater Treatment Plant and the Compost Facility, and
WHEREAS, this ordinances authorizes the Division of Sewerage and Drainage to enter into a one (1) year contract. The contract specifications allow for two (2) one (1) year extensions on a year to year basis and upon approval by City Council, and
WHEREAS, it has become necessary in the usual daily operation of the Division of Sewerage and Drainage to issue a contract in accordance with the terms, conditions, and specifications of Solicitation Number: SA003896 on file in the Department of Public Utilities, now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Public Utilities Director be and is hereby authorized to enter into a one-year contract with Synagro Central, LLC for Land Application Program 2011, for the Department of Public Utilities, Division of Sewerage and Drainage.
Section 2. That the expenditure of $650,000.00, or so much thereof as may be needed, is hereby authorized to be expended from:

Section 3. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
