Explanation
The purpose of this legislation is to authorize the Director of Public Utilities to increase the purchase order for Land Application of Biosolids Services for the Division of Sewerage and Drainage with Synagro Midwest Inc.
This contract provides for the disposal of sewage sludge on agricultural land for use by the Compost Facility, the Jackson Pike and Southerly Wastewater Treatment Plants. The Director of Public Utilities opened formal bids on May 26, 2004 and an award was made to the lowest, responsive and responsible bidder, Synagro Midwest Inc. The contract language provides for 3 contract extensions and the Division of Sewerage and Drainage is in the 2nd year of that agreement which expires September 30, 2006. This request is for funding only.
Purchase order EL005335 was established in 2005 for both wastewater treatment plants; recent increase in sludge at both plants this winter and digester cleaning at Southerly Wastewater Treatment Plant requires that additional funding be established on said purchase order.

This ordinance is being submitted as an emergency measure so that the excess sewage sludge that has accumulated due to digester rehabiliation and recent digester failure can be removed and used for land application.

To authorize the Director of Public Utilities to increase an existing purchase order for the Land Application of Biosolids Services with Synagro Midwest Inc., for the Division of Sewerage and Drainage, to authorize the expenditure of $600,000.00 from the Sewerage System Operating Fund, and to declare and emergency ($600,000.00)

WHEREAS, the Director of Public Utilities opened formal bids on May 26, 2004 for Land Application of Biosolids Services, and
WHEREAS, the contract language provides for 3 contract extensions and the Division of Sewerage and Drainage is in the second year of that agreement which expires September 30, 2006, and
WHEREAS, purchase order EL-005335 was established for both wastewater treatment plants to provide Land Application of Biosolids Services, and
WHEREAS, recent sludge build-up due to digester rehabilitation and digester failure has necessitated an increase to said purchase order, and
WHEREAS, the Division of Sewerage and Drainage desires to increase the dollar amount of the purchase order (EL-005335) an additional $600,000.00 so that the sewage sludge may be removed for land application; and,
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, Division of Sewerage and Drainage due to excessive sewer sludge from digester rehabilitation and failure and it is immediately necessary to increase the contract dollar amount for Land Application of Biosolids Services so that the excess sewage sludge that has accumulated at the wastewater treatment plants can be removed and used for land application, for the immediate preservation of the public health, peace, property and safety; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Public Utilities be and is hereby authorized to increase the purchase order with Synagro Midwest Inc. for the Land Application of Biosolids Services for the Division of Sewerage and Drainage.
Section 2. That the expenditure of $600,000.00 or so much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund No. 650, as follows:

Section 3. That for the reasons stated in the preamble hereto, where is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
