Explanation
BACKGROUND: This legislation seeks to authorize the Director of Finance and Management to enter into a contract with vPrime Tech Inc. for the purchase of a Mobile Narcotics Incinerator for use by the Division of Police. The Mobile Narcotics Incinerator provides a safe alternative for the disposal of Narcotics held at the Police Property Room.
Bid Information: The formal bid process was utilized in the process of obtaining pricing. Formal Bid RFQ033393 was opened on August 27, 2026. Four bids were received from the bid process. The four vendors were: Nassau Trading Inc., One Nation Distribution LLC, Noor Technology Inc, and vPrime Inc. The Division of Police reviewed the bids and recommended the lowest most responsive bid for $83,772.90 submitted by vPrime Tech Inc. be awarded the contract with the City of Columbus, Division of Police

To authorize the Director of Finance and Management to enter into contract with vPrime Tech Inc. for the purchase of a Mobile Narcotics Incinerator; and to authorize the expenditure of $83,772.90 from the Law Enforcement Contraband Seizure Fund. ($83,772.90)
Body
WHEREAS, the Division of Police has a need for a Mobile Narcotics Incinerator; and
WHEREAS, vPrime Tech Inc was the was the lowest bidder to RFQ033393; and
WHEREAS, the Division of Police wishes to award a contract for the purchase of a Mobile Narcotics Incinerator to vPrime Tech Inc.; and
WHEREAS, the funding for the purchase of the Mobile Narcotic Incinerator has been appropriated and authorized by Ordinance 0366-2026 passed on March 30, 2026; and NOW THEREFORE:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Finance and Management be and is hereby authorized to enter into a contract with vPrime Inc. for the purchase of a Mobile Narcotics Incinerator.
SECTION 2. That the amount of $83,772.90 is hereby authorized in the Law Enforcement Contraband Seizure Fund for this purchase in object class 06 per the accounting codes in the attachment of this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.
SECTION 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
