Explanation

 

BACKGROUND

 

Need: The purchase of a new Cab & Chassis w/wrecker body (Police Wrecker) is needed for the additional towing services that the Division will incur once the process of shifting the towing services from independent contractors to division's own personnel.

 

Bid Information: The Purchasing Office opened formal bids on November 20, 2003, Bid #SA000569. Four bidders responded as follows:

                     

                     Byers Chevrolet                                          $68,630.00

                     Center City Int.                                                               $68,770.00

                     FYDA Freightliner Columbus                      $70,643.00

                     32 Ford Mercury                                          $74,340.00

 

The second lowest bidder, Center City International, should be awarded the contract because GM will not make any more Cab & Chasis this year; therefore Byers Chevrolet will not be able to fulfill the contract.

Emergency Designation: Emergency legislation is requested because of the approaching deadline for giving production notices to the vehicle manufacturer.

 

FISCAL IMPACT

 

$230,000.00 has been transferred within the General Permanent Improvement Fund for the purchase of police impounding vehicles.

To authorize and direct the Finance Director to enter into a contract for the purchase of a Cab & Chassis w/wrecker body (Police Wrecker) from Center City International for the Division of Police, to authorize the expenditure of $68,770.00 from the General Permanent Improvement Fund; and to declare an emergency. ($68,770.00)

 

Body

WHEREAS, bids for the purchase of a Cab & Chassis w/wrecker body (Police Wrecker) for the Division of Police Impound Lot was opened by the Purchasing Office on November 20, 2003; and

 

WHEREAS, there is a need to purchase a new wrecker for the additional towing services that division personnel will now be doing; and

 

WHEREAS, a contract will be awarded to Center City International for the purchase of a Cab & Chassis w/wrecker body (Police Wrecker); and

 

WHEREAS, emergency legislation is requested in order to meet the manufacturer's approaching production notice deadline; and

 

WHEREAS, an emergency exists in the usual daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to purchase a Cab & Chassis w/wrecker body (Police Wrecker) thereby preserving the public peace, property, health, safety and welfare; now therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS"

 

Section 1. That the Finance Director be and is hereby authorized and directed to enter into contract with Center City International for the purchase of a Cab & Chassis w/wrecker body (Police Wrecker) for the Division of Police, Department of Public Safety.

 

Section 2. That the expenditure of $68,770.00 or so much there as may be needed, be and the same is hereby authorized as follows:

Section 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
