Explanation
 
BACKGROUND:  This ordinance authorizes the Finance and Management Director to enter into contract for the Office of Construction Management with Calvin Access Controls, Inc., for the replacement of security gates at the Division of Police Substation No. 5, 1371 Cleveland Avenue, and Substation No. 12, 932 East Main Street.  The existing security gates at both locations are damaged and inoperable.  These gates provide protection for both City and personal vehicles.    
 
The scope of work will consist of, but not be limited to, the replacement of two gates with masted wind bracing for the existing pivot lifts at each location, installation of one seven-day programmable timer at each location, installation of two traffic control lamps (red and green) on sixty inch aluminum posts with base plates at each location. Also included is the rebalancing of the gates and system testing for both locations.
 
The contractor has thirty (30) calendar days upon notification of the award of the contract to complete the work.  
 
Formal bids were solicited and two companies submitted bids on August 29, 2008 as follows (0 FBE, 0 MBE)
            
 Calvin Access Controls, Inc.                  $24,434.70
                Lannis Fence Systems                        $37,420.00
 
The Office of Construction Management recommends the bid award be made to the most responsive and responsible and best bidder, Calvin Access Controls, Inc.  
 
EMERGENCY ACTION is requested so that work may begin as quickly as possible to provide security at Police Division facilities.
 
Calvin Access Controls, Inc. Compliance Number 31-1350332, Expiration date 06/19/2009.
 
FISCAL IMPACT:  Funding is available from the Safety Voted Bond Fund-Police Facility Renovation.  The cost of this contract is $24,434.70.

Body
 
WHEREAS, it is necessary to replace the security gates at the Division of Police Substations 5 and 12; and
 
WHEREAS, said renovation will provide security for City vehicles and personal vehicles; and
 
WHEREAS, Calvin Access Controls, Inc., is the most responsive, responsible, and best bidder to complete the renovation; and
 
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Office of Construction Management, in that it is immediately necessary to authorize the Finance and Management Director to enter into contract with Calvin Access Controls, Inc., for the replacement of security gates at the Division of Police Substations 5 and 12, providing security at Division of Police facilities, thereby preserving the public health, property, safety, and welfare; now, therefore:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Finance and Management Director is hereby authorized to enter into contract for the Office of Construction Management with Calvin Access Controls, Inc., for the replacement of security gates at the Division of Police Substations 5 and 12.    
 
SECTION 2.  That the expenditure of $24,434.70, or so much thereof as may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.  
 
SECTION 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
