Explanation
BACKGROUND:    In 1997, the Board of Health was awarded a grant from the United States Department of Health & Human Services for the Metropolitan Medical Response System grant.  The purpose of the MMRS grant is to enhance existing metropolitan response capabilities for incidents involving nuclear, chemical and biological (NBC) agents.  There is a need for a variety of prescription drugs to be placed in local pharmaceutical caches that will be used to treat affected first responders and health care personnel should an NBC event occur.  In 2001, additional funding was awarded to continue planning efforts focused on biological events.  It was recognized that the pharmaceutical caches were in need of updating through the exchange and/or return of expired drugs to manufacturers.  This ordinance is needed to establish a purchase order with The Ohio State University Medical Center for the prescription drugs purchased to re-stock five (5) local pharmaceutical caches.  The purchase was made in collaboration with other community agencies through a bulk purchasing benefit of The Ohio State University Hospitals.  Early research indicated that some of the desired items were not available at all through public health pricing, and the pricing obtained was unstable.  Therefore, competitive bidding has been waived so the pharmaceuticals needed for the caches could be obtained from the Ohio State University Medical Center's bulk purchasing contract.  This ordinance is submitted as an emergency to ensure timely reimbursement to The Ohio State University Medical Center for the pharmaceuticals.
 
FISCAL IMPACT:  This purchase is funded by monies received from the U.S. Department of Health and Human Services for the Metropolitan Medical Response System grant.  
 
Title

Body
WHEREAS, the Health Department has a need for a variety of prescription drugs to restock five (5) local pharmaceutical caches for the Metropolitan Medical Response System program; and,
 
WHEREAS, the Health Department is able to purchase these prescription drugs from The Ohio State University Medical Center's bulk purchasing contract; and,  
 
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to establish a purchase order with The Ohio State University Medical Center for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.      That the Director of Finance is hereby authorized to establish a purchase order with The Ohio State University Medical Center for the purchase of prescription drugs for five (5) local pharmaceutical caches.
 
SECTION 2.      That the total expenditure of $38,950 is hereby authorized from the Health Department Grants Fund, Fund No. 251, Grant No. 508317, Health Department, Division 50-01, OCA Code 505008, Object Level One 02, Object Level Three 2207.
 
SECTION 3.         That the provisions of Section 329.06 of the Columbus City Code are hereby waived.
            
SECTION 4.      That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
