Explanation

 

BACKGROUND: This legislation authorizes the Director of the Department of Development to amend contract number DL011527 with ATC Associates for lead based paint inspections, risk assessments, creating lead hazard control work specifications and final clearance testing on housing units for the City of Columbus, Department of Development. The contractor may be asked to perform scope of services by single "activity" per housing unit or "any combination of all four activities" per housing unit.  The amendment will provide an additional $49,500 from Round 12 Lead Grant funds and extend the contract to July 31, 2008. 

 

The City of Columbus provides grants and loans to qualified property owners in order to remove lead based paint hazards in owner and tenant occupied units.  

 

This legislation is presented in an effort to increase the productivity for creating lead safe housing units, the numbers of which will increase as we meet the targets of our Department of Development Housing Services programs and comply with the Title X Federal regulations, which took affect September 15, 2000.

 

Emergency action is requested to allow program services to continue without interruption.

 

FISCAL IMPACT: Funds for this expenditure are allocated from HUD Round 12 Lead Grant funds.

 

 

 

Title

($49,500)

 

 

 

Body

 

WHEREAS, the Department of Development, Housing Division, desires to amend contract number DL011527 with the ATC Associates for lead based paint inspections, risk assessments, creating lead hazard control work specifications and final clearance testing; and

 

WHEREAS, the amendment will provide an additional $49,500 from Round 12 Lead Grant funds and extend the contract to July 31, 2008; and 

 

WHEREAS, this legislation is presented in an effort to increase the productivity for creating lead safe housing units, the numbers of which will increase as we meet the targets of our Department of Development Housing Services programs and comply with the Title X Federal regulations, which took affect September 15, 2000; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Development, Housing Division, in that it is immediately necessary to amend this contract with the ATC Associates to allow vital program services to continue uninterrupted, thereby preserving the public health, peace, property, safety, and welfare; and NOW, THEREFORE,

 

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

 

Section 1.                     That the Director of the Department of Development is hereby authorized to amend contract number DL011527 with ATC Associates to increase the contract amount by an additional $49,500 for lead based paint inspections, risk assessments, creating lead hazard control work specifications and final clearance testing and to extend the contract to July 31, 2008

 

Section 2.                     That these modifications are awarded pursuant to Section 329.16 of the Columbus City Codes, 1959 as amended.

 

Section 3.                     That for the purpose as stated in Section 1, the expenditure of $49,500 or so much thereof as may be necessary from the Department of Development, Housing Services, Department No. 44-10, General Government Grant Fund, Fund No. 220, Grant No. 445005, Object Level One 03, Object Level Three 3336, OCA 445005.

 

Section 4.                     That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
