Explanation
BACKGROUND:
This legislation will authorize the Department of Technology to modify and extend the current Internet service agreement with Ohio State Univerity/OARnet, a not-for-profit subsidiary. The OARnet contract provides a variety of services that support public access to the City's web sites via the Internet and City employee Internet access via the City's MetroNet. Many of these OARnet services are provided on a 24-hour, 7-day per week basis.
The contract modification authorized by this legislation provides funding for Internet access fees, professional Web-based services, media services that enable video streaming capability, specialized web-maintenance training, and other services that help facilitate the provision of efficient and secure Internet services that are under the direction of the Department of Technology. Currently, the City does not have the resources available to provide the entire scope of Web development and maintenance required to operate at the necessary level of service required by the public.
1. The amount of additional funds to be expended under this contract modification totals $200,000.00.
2. The original contract was established with a multi-year option to renew. This legislation authorizes the City to execute its annual option to renew the contract, while maintaining existing terms and conditions.
3. Modification of this agreement is necessary at this time because the City is dependent on existing hardware and software connections to the internet and OARnet's services providing information-processing functions City business.
4. Prices are based on established rates previously agreed to with OARnet.
FISCAL IMPACT:
Ordinance 0627-02, approved April 15, 2002 provided $156,070.00. This legislation provides for $200,000.00, covering the period from December 16, 2002 through February 29, 2004. The substantial increase in activity levels, resource requirements, the initiative to increase the availability of government services via City web sites and 24-hour online access has resulted in an overall increase in total costs.
Funds for this contract modification is available in the 2003 Information Services Fund.
EMERGENCY:
There is an immediate need to amend an existing contract to maintain current vital services for various City agencies.

WHEREAS, This ordinance addresses the Information Services Division objective: "To provide for the City's data processing and information technology needs", and
WHEREAS, The contract modification authorized by this legislation provides funding for Internet access fees, professional Web-based services, media services that enable video streaming capability, specialized web-maintenance training, and other services that help facilitate the provision of efficient and secure Internet services that are under the direction of the Department of Technology, and
WHEREAS, The substantial increase in activity levels, resource requirements, the initiative to increase the availability of government services via City web sites and 24-hour online access has resulted in an overall increase in total costs, and
WHEREAS, The legislation authorizes and directs the Director of the Department of Technology to modify and extend contract CT-17731 with Ohio State University/OARnet for the purchase of Internet access and various other Web support services for the Department of Technology, Information Services Division, and
WHEREAS, The legislation is necessary to fund said services and to authorize the expenditure of $200,000.00 for the new contract period that ends February 29,2004, and
WHEREAS, Said services are required to support critical business projects for numerous City agencies supported by the Department of Technology, Information Services Division; now therefore: and
WHEREAS, An emergency exists in the usual daily operation of the City in that it is immediately necessary to authorize this expenditure or so much thereof as required, thereby preserving the public health, peace, property, safety, and welfare; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1: That the Director of the Department of Technology be and is hereby authorized to modify and extend CT-17731 for the purchase of Internet access and Web support services from The Ohio State University/OARnet related to the provision of Internet connection services, Web hosting services, professional web support services.
SECTION 2: That the expenditure of $200,000.00 or so much thereof as may be necessary is hereby authorized to be expended from:
