Explanation
 
BACKGROUND:  This ordinance authorizes the Finance and Management Director to enter into contract for the Facilities Management Division with General Maintenance and Engineering Company, in the amount of $63,893.00 for the renovation of three Police Division roofs, located at 743 West Third Avenue (SWAT), 5400 Olentangy River Road (Substations 3 and 17), and 5030 Ulry Road (Substation 7).  The current roofs have been decaying.  The renovation will consist of the replacement of the current roofs with shingle roofs.  The contractor has sixty days upon notification of the award of the contract to complete the project.  The roofs will include a 30-year workmanship and material guarantee.   
 
Formal proposals were solicited on September 27, 2005.  Three firms submitted proposals on October 18, 2005 as follows:  (0 MBE, 0 FBE).
 
                             General Maintenance and Engineering Co.            $63,893.00
            Quality Masonry Co.                        $89,050.00
Field & Associates, Inc.                        $96,316.00
            
It is the recommendation of the Facilities Management Division to award this contract to the most responsive and responsible bidder, General Maintenance and Engineering Company.
 
Emergency action is requested so that the contractor will be able to complete this project during good weather.  
 
Fiscal Impact:  The Police Division budgeted $100,000.00 in the Capital Improvement Budget for this project.  The cost of this contract is $63,893.00.  General Maintenance and Engineering Company Contract Compliance #31-4188545, exp. 02/25/2008.

Body
 
WHEREAS, three Police Division roofs at 743 West Third Street, 5400 Olentangy River Road, and 5030 Ulry Road are in disrepair and in need of replacement, and  
 
WHEREAS, the Facilities Management Division recommends acceptance of the bid submitted by General Maintenance and Engineering Company as the most responsive and responsible bid, and
WHEREAS; an emergency exists in the usual daily operation of the Facilities Management Division in that it is immediately necessary to authorize the Finance and Management Director to enter into contract with General Maintenance and Engineering Company for three roof renovations at 743 West Third Avenue, 5400 Olentangy River Road, and 5030 Ulry Road in order that work can proceed during more seaonable weather , thereby preserving the public health, peace, property, safety, and welfare; now, therefore:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Finance and Management Director is hereby authorized to contract with General Maintenance and Engineering Company for the renovation of three Police Division roofs at 743 West Third Avenue, 5400 Olentangy River Road, and 5030 Ulry Road.
 
SECTION 2.   That the expenditure of $63,893.00, or so much thereof that may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3.
