Explanation

 

BACKGROUND: 

 

This ordinance will authorize the expenditure of $208,450.00 as a result of PO310777 created and approved per the mayor’s letter of emergency to proceed.

 

Note that the shipping costs were reduced from the original cost proposal of $208,750.00.

This ordinance will authorize the Board of Health to enter into contract with Gifthealth, Inc. in the amount of $208,450.00 as a result of Mayor’s emergency letter noted for the purchase of COVID-19 rapid test kits, which will be provided to essential City of Columbus staff and community partners. 

 

Informal bids were requested based on the specifications required to meet the product standards of home testing standards and testing for children under the age of 14.  One company, Gifthealth, met the standard terms and conditions and test kit requirements.  Delivery estimated at 2 days after receipt of order.  A total of (8) vendors responded to the informal request for bids.

 

Emergency Designation:  This legislation is to be declared an emergency measure to ensure the continuation of COVID-19 response efforts.

 

FISCAL IMPACT:  Funding for this initiative is available within fund 2209 for this purpose.

 

Title

To authorize the Board of Health to enter into contract with Gifthealth, Inc., in the amount of $208,450.00 to provide COVID-19 test kits; to authorize the expenditure of $208,450.00 from the Recovery Fund 2209; and to declare an emergency. ($208,450.00)

 

Body

WHEREAS, expenditure of American Rescue Plan Act funding to provide test kits is necessary to address the public health needs of the City of Columbus as caused by the COVID-19 public health emergency; and

WHEREAS, Gifthealth vendor#040810 has been awarded a contract to provide test kits based on their ability to provide such kits in a timely manner and to  help prevent the spread of COVID-19; and

 

WHEREAS, an emergency exists in the usual daily operation of the Board of Health in that it is immediately necessary to authorize the Board to enter into contract with Gifthealth for COVID-19 test kits, for preservation of the public health, peace, property, safety, and welfare; now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Board of Health is hereby authorized to enter into contract with Gifthealth, in the amount of $208,450.00.

 

SECTION 2. That the expenditure of up to $208,450.00 or so much thereof that may be necessary in regard to the action authorized in Sections 1, be and is hereby authorized and approved from the Recovery Fund 2209 as authorized by mayor’s letters of emergency.

 

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
