Explanation

 

Section 32.3 of the Collective Bargaining Agreement with American Federation of State, County, and Municipal Employees (AFSCME) Ohio Council 8, Local 1632 and the City of Columbus, dated April 1, 2024 through March 31, 2027, requires that any modifications to the Agreement be agreed to by the parties. Memorandum of Understanding (MOU) #2007-01, in Columbus Water & Power (CWP), has been revised by the parties to provide for additional incentive pay and examination fee coverage as well as updating job classification titles and adding a job classification to the MOU as follows: 

 

MOU #2007-01 (revised) provides that the first Ohio EPA exam for the classification of Plant Operator in Training (formerly Utilities Operator in Training) will be paid for by CWP.

MOU #2007-01 (revised) updates job classification names from Wastewater Plant Operator and Wastewater Plant Supervisor to Water Reclamation Plant Operator and Water Reclamation Plant Supervisor respectively.

MOU #2007-01 (revised) adds the job classification of Stormwater Investigator to the overtime hierarchy and certification incentives providing for $1.00/hr when the employee obtains their Wastewater Collection Class I/II certification.

 

 

The passage of this ordinance indicates City Council’s approval of MOU #2007-01 (revised), a copy of which are attached hereto.

 

Emergency Designation:  Emergency action is requested in order to allow for expedient implementation.

WHEREAS, representatives of the City and AFSCME, Ohio Council 8, Local 1632 entered into Memorandum of Understanding (MOU) #2007-01 (revised) a copy of which is attached hereto, which amends and updates the previous MOU #2007-01 of the Agreement between the City and AFSCME, Ohio Council 8, Local 1632, dated April 1, 2024 through March 31, 2027, and;

 

WHEREAS, emergency action is requested in order to implement the terms of MOU #2007-01(revised) in a timely manner; and

 

WHEREAS, an emergency exists in the usual daily operation of Columbus Water and Power and the Department of Human Resources in that it is immediately necessary to amend the Collective Bargaining Agreement between the City and AFSCME, Ohio Council 8, Local 1632, by approving MOU #2007-01 (revised); in order to allow for expedient implementation of the terms of the MOU all for the immediate preservation of the public health, peace, property, safety, and welfare; and NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That Memorandum of Understanding (MOU) #2007-01 (revised) amends the previous MOU #2007-01 of the Collective Bargaining Agreement between the City and AFSCME, Ohio Council 8, Local 1632, dated April 1, 2024 through March 31, 2027.

 

SECTION 2.  That City Council, in the best interests of the City, hereby, recognizes and approves MOU #2007-01 (revised), a copy of which is attached hereto, executed between representatives of the City and AFSCME, Ohio Council 8, Local 1632.

 

SECTION 3.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure, and shall take effect and be in force from and after its passage and approval by the Mayor, or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
