Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to modify and increase a contract on behalf of the Office of Construction Management with Heapy Engineering for professional services for the design and construction of the HVAC and electrical upgrade and retrofit for the Central Safety Building, 120 Marconi Boulevard.
Requests for Statement of Qualifications were available on August 13, 2009, and five firms submitted responses on or before September 3, 2009. The original contract was authorized by Ordinance No. 1581-2009 passed December 9, 2009, for professional services for design and construction of the HVAC and electrical upgrade and retrofit for the Central Safety Building. This modification authorizes a contract modification in order to correct the contract amount necessary for said services.
After passage of the legislation, it was discovered that the incorrect contract amount was listed. Therefore, a modification is necessary in order to correct the cost of said contract. Due to the fact that Heapy Engineering was awarded the original contract, a modification with Heapy Engineering is the logical and most expeditious option. It would not be in the best interest of the City and the Department of Finance and Management, Office of Construction Management to re-bid this contract.
Heapy Engineering Contract Compliance No. 31-1743951, expiration date November 11, 2011.
Fiscal Impact: The Federal Grant does not require any local match and there are no other City monies budgeted or planned for this project. The original contract amount was $154,200.00. The cost of this modification is $15,000.00. The total cost of this contract is $169,200.00.

WHEREAS, Ordinance No. 1581-2009. passed August 13, 2009, authorized the Finance and Management Director to enter into a contract on with Heapy Engineering for professional services for the design and construction of the HVAC and electrical upgrade and retrofit for the Central Safety Building, 120 Marconi Boulevard; and
WHEREAS, it is necessary to modify and increase a contract with Heapy Engineering for professional services for the design and construction of the HVAC and electrical upgrade and retrofit for the Central Safety Building, 120 Marconi Boulevard; now,
WHEREAS, it is necessary to transfer appropration within the Energy General Government Grants Fund to allow the expenditure of said funds to come from the appropriate place; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management is hereby authorized to modify and increase a contract on behalf of the Office of Construction Management with Heapy Engineering for professional services for the design and construction of the HVAC and electrical upgrade and retrofit for the Central Safety Building, 120 Marconi Boulevard.
SECTION 2: That the Auditor's Office is hereby authorized to transfer appropriation of $15,000.00 within fund 220, grant number 459106, from object level 06 to object level 03, OCA number 459109.
SECTION 3. That the expenditure of $15,000.00, or so much thereof may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved to be expended from the Department of Finance and Management, Department: 45-50, Fund 220, Grant number 459106, Object Level One 03, Object Level Three 3337, OCA Code 459109.
SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
