Explanation
 
BACKGROUND:  This legislation authorizes the Director of the Department of Development to enter into an agreement with the Greater Columbus Arts Council to carry out an Artist Market Survey to determine the size of the market for an affordable live/work project.
 
A previous report by GCAC determined that Columbus is a strong candidate for an Artspace live/work project. The affordable live/work project would be located either downtown or in an inner-city neighborhood. This legislation also authorizes the appropriation of $31,000 and the expenditure of $31,000 from the Jobs Growth Fund for this purpose.
 
Emergency action is necessary to allow the Artist Market Survey to be implemented and completed in a timely manner.
 
FISCAL IMPACT: Funding for this contract will consist of $31,000 from the Jobs Growth Fund.

To authorize the appropriation of $31,000 within the Jobs Growth Fund to the Development Department; to authorize the Director of the Department of Development to enter into an agreement with the Greater Columbus Arts Council; to authorize the expenditure of $31,000 from the Jobs Growth Fund; and to declare an emergency. Body
 
WHEREAS, the Greater Columbus Arts Council has determined that Columbus is a strong candidate for an Artspace live/work project; and
 
WHEREAS, the Artist Market Study would determine the size of the market for an affordable live/work project; and
 
WHEREAS, the affordable Artspace live/work project would be located either downtown or in an inner-city neighborhood; and
 
WHEREAS, this effort to develop multipurpose art facilities in Columbus is in keeping with the City's efforts to attract and retain talented people working in the arts community; and
 
WHEREAS, the City of Columbus has received assurances from the Columbus Downtown Development Corporation that they will provide $4000 as a match for City funding for the Artist Market Study; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Development, is that it is immediately necessary to appropriate and expend said funds to allow the Greater Columbus Arts Council to manage and execute an Artist Market Survey in a timely manner, thereby preserving the public peace, health, property, safety and welfare; NOW, THEREFORE,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
Section 1.       That the City Auditor be and is hereby authorized and directed to appropriate $31,000 in the Jobs Growth Fund, Fund 015 to the Development Department, Economic Development Division, Division 44-02, Object Level One 03, Object Level Three 3336, OCA 440215.
 
Section 2.        That the expenditure of $31,000 or so much thereof as may be necessary, be and is hereby authorized to be expended from the Development Department, Economic Development Division, Division 44-02, Jobs Growth Fund, Fund 015, Object Level One 03, Object Level Three 3336, OCA 440215.
 
Section 3.      That the Director of Development is hereby authorized to enter into an agreement with the Greater Columbus Arts Council to manage and execute an Artist Market Study for an Atrspace live/work project in Columbus.
 
Section 4.      That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
