Explanation
The Purchasing Office received and opened bid number SA000475BGB for zinc metering pumps with peristaltic tube pumps on July 17, 2003. These pumps are needed by the Hap Cremean Water Plant to meter the zinc we apply in the water treatment process. Only two bids were received and the Purchasing Office deemed them both complete.
The lowest bid was from Ohio Transmission and Pump, however, they do not meet specifications. They bid a pump that does not give the flexibility of using different input ranges and it does not accept any computer RS232 serial inputs with the ability to handle up to 16 pumps on a single communication data highway network. Additionally, the pump has a stainless steel enclosure, which will not resist the corrosive nature of the liquid acid that we will be pumping. Therefore, we are recommending award of this contract go to Manufacturers Representatives, Inc., as the next lowest responsive, responsible, and best bidder to meet specifications, for a total of $21,570.00. The Contract Compliance Number for Manufacturers Representatives, Inc. is 31-1575392. They do not have MBE/FBE status. Two companies of the 64 solicited had MBE/FBE status.
FISCAL IMPACT: The Division of Water allocated $30,000.00 for these pumps in the 2003 Budget. There were no purchases for these types of pumps in the last two years.

WHEREAS, the Purchasing Office did receive and open bid number SA000475BGB for the purchase of zinc metering pumps with peristaltic tube pumps on July 17, 2003, and
WHEREAS, the lowest bidder did not meet our specifications by bidding a pump that does not give the flexibility of using different input ranges, not accepting any computer RS232 serial inputs with the ability to handle up to 16 pumps on a single communication data highway network, and the pump has a stainless steel enclosure, which will not resist the corrosive nature of the liquid acid that we will be pumping, and
WHEREAS, the next lowest responsive, responsible, and best bidder to meet specifications was Manufacturers Representatives, Inc., and
WHEREAS, it has become necessary in the usual daily operation of the Division of Water, Department of Public Utilities, to authorize the Finance Director to enter into a contract for zinc metering pumps with peristaltic tube pumps, needed by the Hap Cremean Water Plant, for the preservation of public health, peace, property and safety; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Finance Director be and is hereby authorized to enter into a contract with Manufacturers Representatives, Inc. as the lowest responsive, responsible, and best bidder to meet specifications, for zinc metering pumps with peristaltic tube pumps, for the Division of Water, Department of Public Utilities.
Section 2. That the expenditure of $21,570.00 or as much thereof as may be needed, is hereby authorized from Water Works Fund 600, Department 60-09, OCA Code 602474, Object Level One 02, Object Level Three 2236, to pay the cost thereof.
Section 3. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
