Explanation

1.  BACKGROUND

This legislation authorizes the Director of Public Service to enter into a grant agreement or other requisite instrument(s) with the Columbus Foundation and to make payment to the organization to facilitate the establishment and management of a donor-advised fund in furtherance of the altruistic efforts of Keep Columbus Beautiful (KCB).

 

An affiliate of Keep America Beautiful, KCB is a community improvement program within the Department of Public Service focused on public education and volunteer service related to quality of life environmental issues including litter, recycling, and beautification. As both a grant-receiving and grant-making organization, KCB currently seeks to expand its reach and impact through the establishment of the Keep Columbus Beautiful Foundation, the purpose of which is to simplify the receipt and administration of future grant awards and charitable donations. This legislation authorizes the encumbrance and expenditure of $30,000.00, which represents seed funding for the foundation.

 

2.  FISCAL IMPACT

Funding in the amount of $30,000.00 is available within the Private Grant Fund to support the aforementioned expenditure.

3.  MINORITY AND WOMAN OWNED BUSINESS ENTERPRISE & SMALL LOCAL BUSINESS ENTERPRISE PROGRAM

The Columbus Foundation is a non-profit organization and thus exempt from MBE/WBE/SLBE program requirements.

 

4.  EMERGENCY DESIGNATION

Emergency action is requested to allow the establishment of the Keep Columbus Beautiful Foundation to occur as soon as reasonably practicable so as not to impede local cleanup and beautification initiatives, specifically those planned for the windy spring season which can cause the unintended proliferation of debris.

To authorize the City Auditor to appropriate funds from the Private Grant Fund; to authorize the Director of Public Service to enter into a grant agreement or other requisite instrument(s) with the Columbus Foundation and to make payment to the organization to facilitate the establishment and management of a donor-advised fund in furtherance of the efforts of Keep Columbus Beautiful (KCB); to authorize the expenditure of $30,000.00 from the Private Grant Fund; and to declare an emergency. ($30,000.00)

Body

WHEREAS, Keep Columbus Beautiful (KCB) is a community improvement program within the Department of Public Service focused on public education and volunteer service related to quality of life environmental issues including litter, recycling, and beautification; and

WHEREAS, the Columbus Foundation, as the eighth largest community foundation in the nation, has the acumen and resources necessary to establish and manage the Keep Columbus Beautiful Foundation, a donor advised fund designed to amplify the impact of contributions made thereto; and

WHEREAS, this legislation authorizes the execution of necessary agreements between the Department of Public Service and the Columbus Foundation and the expenditure of seed funding in the amount of $30,000.00 to facilitate the establishment and management of the Keep Columbus Beautiful Foundation; and

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service in that it is immediately necessary to authorize this legislation to allow for the establishment of the Keep Columbus Beautiful Foundation to occur as soon as reasonably practicable so as not to impede local cleanup and beautification initiatives, specifically those planned for the windy spring season which can cause the unintended proliferation of debris, thereby preserving the public health, peace, property, safety and welfare; now, therefore,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2023, the sum of $30,000.00 is appropriated in Fund 2291 (Private Grant Fund), Dept-Div 59-02 (Division of Refuse Collection), Grant G591312 (KCB Donations), in Object Class 05 (Other Expenditures), per the accounting codes in the attachment to this ordinance.

 

SECTION 2.  That the Director of Public Service, or a designee, is authorized to enter into a grant agreement or other requisite instrument(s) with the Columbus Foundation and to make payment to the organization to facilitate the establishment and management of the Keep Columbus Beautiful Foundation.

 

SECTION 3.  That an expenditure not to exceed $30,000.00, or so much as may be needed, is authorized in Fund 2291 (Private Grant Fund), Dept-Div 59-02 (Division of Refuse Collection), in Object Class 05 (Other Expenditures), per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That the requisite funds are deemed appropriated and expenditures and transfers are authorized to carry out the purposes of this Ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is made a part hereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same

 

SECTION 6: That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
