Explanation                     

Background:  This ordinance authorizes the Director of Recreation and Parks to enter into a grant agreement with Make the Right Choice Columbus in support of their Youth Resources and Referral program, in an amount of up to $100,000.00.

 

Make the Right Choice Columbus is a local non-profit organization with a mission of helping to break the cycle of youth violence in the Columbus community. The organization is a bridge between strategic partners and opportunities for youth to be involved in positive programs. Youth are engaged through a boxing program and provided with wraparound career opportunity resources and mental health support. Programming will encourage youth to participate in community service activities, becoming role models for peers. Each youth served will be assisted in preparing an individual “road map” for success, visualizing career opportunities. Another key component of the program includes mental health advocacy and referrals.

 

This grant will support personnel expenses, mental health services, and student support costs. Up to $3,000.00 of food and non-alcoholic beverage expenses are authorized under this grant.

 

Fiscal Impact: Funding is available within the Recreation and Parks 2024 budget in the Operation and Extension Fund.

 

Emergency Designation: Emergency action is requested in order to ensure that support for the organization’s summer programming is available in a timely manner.

Body

WHEREAS, Columbus City Council seeks to promote positive youth engagement opportunities for Columbus students; and

 

WHEREAS, Make the Right Choice Columbus’ mission is to help break the cycle of youth violence in the Columbus community; and

 

WHEREAS, Make the Right Choice Columbus’ programming engages youth through a boxing program paired with mental health support and general youth services; and

 

WHEREAS, an emergency exists in the Department of Recreation and Parks in that it is immediately necessary to authorize this agreement to ensure the timely support of positive youth engagement programming; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Department of Recreation and Parks is hereby authorized to enter into a grant agreement with Make The Right Choice Columbus in support of their youth resources and referral programming, in an amount not to exceed $100,000.00.

 

SECTION 2.  That the expenditure of $100,000.00 or so much thereof as may be needed pursuant to the action authorized in SECTION 1 of this ordinance, is hereby authorized in the Recreation and Parks Operation and Extension Fund, fund 2285, per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That up to $3,000.00 of said expenditure may be for food and non-alcoholic beverage purchases and that City Council finds such expenditure to be for a proper public purpose.  No expenditure may be made for alcoholic beverage purchases.

 

SECTION 4.  That expenses incurred on or after April 1, 2024 may be reimbursed.  However, expenses for food and non-alcoholic beverage may be reimbursed only from and after the effective date of this ordinance.

 

SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 7. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
