Explanation
 
The purpose of this legislation is to authorize the Director of Public Utilities to enter into contract with U.S Security Associates Inc. for Security Guard Services at the Sewer Maintenance Operations Center.
 
The Sewer Maintenance Operations Center located at 1250 Fairwood Avenue has a variety of equipment and vehicles and also houses the Department of Public Safety 911 Call Center and Police Property Room, therefore the complex requires security twenty-four (24) hours a day. The Director of Public Utilities opened proposals on December 3, 2004. Seven (7) bids were received. (See attached Word file for company names, location, bid price, and ranking). This contract is for one (1) year with contract language that allows for two (2) contract extensions.
 
A committee was established to evaluate the proposals. After initial rankings, the committee invited four (4) companies to participate in oral interviews. Based on the proposals submitted and the interviews, the committee selected US Security Associates Inc. as representing the best overall proposal for the security services. The four (4) companies that were interviewed were:

FISCAL IMPACT: $142,350.00 is needed for this service.  Funding is available in the 2005 operating budget.
 
Emergency legislation is being requested so that security at the Sewer Maintenance Operations Center can continue without any interruption.

WHEREAS, the Division of Sewerage and Drainage, Sewer Maintenance Operations Center located at 1250 Fairwood Avenue has a need for twenty-four (24) hour security and,
 
WHEREAS, the Director of Public Utilities opened proposals on December 3, 2004, seven (7) proposals were received, and
 
WHEREAS, a committee ranked each proposals and recommended that four (4) companies be interviewed, after complete evaluation, the committee selected the best bidder, US Security Associates Inc., and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, Division of Sewerage and Drainage in that it is immediately necessary to enter into contract so that security at the Sewer Maintenance Operations Center can continue without any interruption with US Security Associates Inc. for the immediate preservation of the public health, peace, property and safety; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That the Director of Public Utilities be and is hereby authorized to enter into contract with US Security Associates Inc. for Security Guard Services for the Division of Sewerage and Drainage.
 
Section 2. That the expenditure of $142,350.00 or so much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund No. 650, OCA 606202, Object Level 1: 03, Object Level 03: 3398.
 
Section 3. That for the reasons stated in the preamble hereto, where is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
