Explanation
Background: On March 23, 2026, Columbus City Council passed Ordinance No. 0557-2026 that amended Ordinance No. 2173-2025 to correct the vendor’s name and Federal Tax ID Number for Tyler Technologies, Inc. dba Emergency Networking, LLC due to a corporate conversion. Ordinance No. 2173-2025, however, is being repealed in its entirety due to an error in interpreting the underlying grant that funded the contract with Tyler Technologies, Inc. dba Emergency Networking, LLC. Due to the repeal of Ordinance No. 2173-2025, Ordinance No. 0557-2026, that amended Ordinance No. 2173-2025, must likewise be repealed in its entirety.

WHEREAS, Ordinance No. 0557-2026 was passed by Columbus City Council on March 23, 2026, and amended Ordinance No. 2173-2025 to correct the vendor’s name and Federal Tax ID Number for Tyler Technologies, Inc. dba Emergency Networking, LLC due to a corporate conversion; and
WHEREAS, Ordinance No. 0977-2026 has been submitted for City Council consideration to repeal in its entirety Ordinance No. 2173-2025 that was amended by 0557-2026; and
WHEREAS, repeal of Ordinance No. 2173-2025 in its entirety also requires repeal of Ordinance No. 0557-2026 in its entirety; and
WHEREAS, an emergency exists in the usual daily operation of the Division of Fire in that it is immediately necessary to authorize the repeal of Ordinance No. 0557-2026 since the underlying ordinance it amended is likewise being repealed, all for the immediate preservation of the public health, peace, property, safety and welfare; and NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Ordinance No. 0557-2026, passed on March 23, 2026 be and is hereby repealed in its entirety.
SECTION 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
