Explanation
 
Background: The Transportation Division is responsible for snow and ice removal and control and for maintaining the City's roadway system.  To accomplish this mission the Division requires eight single-axle dump trucks equipped with plows and salt spreaders,and four additional snow plows in case of mechanical breakdown or damage.  These trucks will replace older trucks beyond their useful service lives and provide for a more reliable fleet to carry out services provided by the Division.  
 
Bids were advertised in the City Bulletin and were received by the Purchasing Office on June 21, 2007 for Bid SA-002469 as follows:

The bid from Center City International Trucks, Inc., contract compliance number 31-1048371 (expiring 4/30/08), met specifications as the lowest responsive, responsible bidder.  Their bid price for eight units is $1,010,552.00.  
 
Emergency action is requested to ensure that the eight single axle dump trucks with four spare plows are available for use in the upcoming snow season.
 
Fiscal Impact:  Funds are budgeted and available for this expenditure from the Voted 1995, 1999, 2004 Streets and Highways Fund.

Body
 
WHEREAS, the Transportation Division is responsible for snow and ice removal and control and for maintaining the City's roadway system, and
 
WHEREAS, the Transportation Division is in need of eight single-axle dump trucks and four additional snow plows, and
 
WHEREAS, funds are budgeted and available in the Voted 1995, 1999, 2004 Streets and Highways Fund for this expense, and
 
WHEREAS, an emergency exists in the usual daily operation of the Transportation Division in that it is immediately necessary to purchase eight single-axle dump trucks and four additional snow plows for the immediate preservation of the public health, peace, property, safety and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE  CITY OF COLUMBUS:
 
SECTION 1.  That the Finance Director is hereby authorized to enter into a contract with Center City International Trucks, Inc., 4200 Currency Drive, Columbus, OH 43228, for the purchase of eight single-axle dump trucks and four additional snow plows in accordance with the specifications on file in the Purchasing Office.
 
SECTION 2. That the sum of $1,010,552.00 or so much thereof as may be needed is hereby authorized to be expended from the Voted 1995, 1999, 2004 Streets and Highways Fund, No. 704, Dept./Div. 59-09, OCA Code 644385, Object Level One Code 06, Object Level Three Code 6652,
Project  Number 530020 (Street Equipment).
 
SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
 
SECTION 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
