BACKGROUND: This ordinance authorizes the appropriation and expenditure of up to $500.00 of the 2023 Housing Opportunities for People with AIDS (HOPWA) entitlement grant from the U.S. Department of Housing and Urban Development and to modify a Subaward Not-for-Profit Service Contract with Faith Mission Inc., in an amount up to $500.00, for grant administration expenses incurred in 2022 that were more than the 2022 contract amount.

Historically the HOPWA grant has been managed and administrated by Columbus Public Health (CPH). Starting with the 2022 grant year funds, the HOPWA grant is being managed and administered by the Department of Development (DOD), Division of Housing. In early 2022, CPH put forth Ordinance 0103-2022 to enter into an agreement with LSS Faith Mission to provide HOPWA services. That ordinance and agreement provided a portion of funds needed for the 2022 program year. The Department of Development put forth Ordinance 3514-2022 to provide funding for the remainder of the 2022 program year. During the transition from CPH to DOD, the amount of funding that the Faith Mission needed for 2022 was underestimated by $500.00.
This legislation represents an appropriation for a part of the HOPWA portion of the 2023Annual Action Plan, per Ordinance No. 3353-2022.

WHEREAS, the City of Columbus is a participating jurisdiction of the U.S. Department of Housing and Urban Development; and
WHEREAS, the City of Columbus is the recipient of the Housing Opportunities for People with AIDS (HOPWA) entitlement grant from the U.S. Department of Housing and Urban Development; and
WHEREAS, in early 2022, Columbus Public Health put forth Ordinance No. 0103-2022 to enter into an agreement with LSS Faith Mission ("Faith Mission") to provide HOPWA services; and
WHEREAS, that ordinance and agreement provided a portion of funds needed for the 2022 program year; and
WHEREAS, the Department of Development put forth Ordinance No. 3514-2022 to provide funding for the remainder of the 2022 program year; and
WHEREAS, during the transition from CPH to DOD, the amount of funding that Faith Mission needed for 2022 was underestimated by $500.00; and
WHEREAS, the Columbus City Council has approved the 2023Annual Action Plan, per Ordinance No. 3353-2022; and
WHEREAS, the Faith Mission is a provider who specializes exclusively in assisting income eligible individuals/households living with HIV/AIDS in the eight county Eligible Metropolitan Statistical Area ("EMSA"); and
WHEREAS, additional funds are needed for the Faith Mission for grant administration services in program year 2022 in an amount not to exceed $500.00; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ended December 31, 2023, the sum of $500.00 is appropriated in Fund 2220 (General Government Grant Fund), from Dept-Div 44-10 (Housing), G442203 (2023 HOPWA), object class 03 (Services) per the account codes in the attachment to this ordinance.
SECTION 2. That the expenditure of $500.00 or so much thereof as may be needed, is hereby authorized in Fund 2220 (General Government Grant Fund), from Dept-Div 44-10 (Housing), G442203 (2023 HOPWA), object class 03 (Services) per the account codes in the attachment to this ordinance.
SECTION 3. That the Director of the Department of Development is authorized to modify a Subaward Not-for-Profit Service Contract with LSS Faith Mission, Inc., to add additional funds, in an amount not to exceed $500.00, to pay for grant administration services that occurred in program year 2022.
SECTION 4. Funds are deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. At the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.
SECTION 7. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
