Explanation

BACKGROUND: This ordinance authorizes the Director of the Department of Development to enter into a contract with IBar Construction Company (CC# 27-3673793, Expiration 1/11/13) to provide lawn care service on City owned property held in the Land Bank. IBar Construction Company was one of two contractors selected that responded to the request for bids (2011 SA003859).  The company was selected based on lowest bid, prior experience, and qualifications. 

FISCAL IMPACT: Funds for this contract are allocated from the 2011 CDBG Fund ($40,000).

EMERGENCY JUSTIFICATION: Emergency action is requested so lawn care services can begin in a timely manner.

Title

To authorize the Director of the Department of Development to enter into a contract with IBar Construction Company to provide lawn care service on City owned property held in the Land Bank; to authorize the expenditure of $40,000.00 from the Community Development Block Grant Fund; and to declare an emergency. ($40,000.00) 

Body

WHEREAS, this ordinance authorizes the Director of the Department of Development to enter into a contract with IBar Construction Company to provide lawn care services for the Land Redevelopment Office; and

WHEREAS, IBar Construction Company was one of two contractors selected from a pool of nine companies that responded to the request for bids (2011 SA003859); and

WHEREAS, IBar Construction Company was selected based on lowest bid, prior experience, and qualifications; and

WHEREAS, IBar Construction Company is a Certified Emerging Minority Business Enterprise company with Equal Business Opportunity Commission Office; and

WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to enter into contract with IBar Construction Company so lawn care services can begin in a timely manner, all for the preservation of the public health, peace, property, safety and welfare; and NOW THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

Section 1.                     That the Director of the Department of Development is hereby authorized to enter into contract with IBar Construction Company to provide lawn care services to the Land Redevelopment Office for parcels held in the Land Bank.

Section 2.                     That for the purpose stated in Section 1, the expenditure of $40,000 or so much thereof as may be necessary, be and is hereby authorized to be expended from the Department of Development, CDBG Fund, Fund 248, Division No. 44-01, Object Level One 03, Object Level Three 3354, OCA Code 410115.

Section 3.                     That this contract is awarded in accordance with Chapter 329.15 of the Columbus City Codes, 1959.

Section 4.                     That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
